(CLO) Prime Minister Pham Minh Chinh has just signed and issued Directive No. 05/CT-TTg dated March 1, 2025 on key tasks and solutions to promote economic growth, develop tourism and cultural industry.
In particular, the Prime Minister emphasized the requirement to promote tourism, improve the quality of cultural products and effectively implement the National Target Program on Cultural Development for the 2025-2035 period.

Challenging growth target, determined to achieve
The Directive sets a GDP growth target of over 8% in 2025 – a challenging but important task in creating momentum for double-digit growth in the following years.
The Prime Minister emphasized the spirit of decisive action: "The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, the Fatherland has expected, so we only discuss action, not retreat."
The Government affirms its management viewpoint of developing the economy rapidly but sustainably, ensuring macroeconomic stability, controlling inflation, while improving people's lives and protecting the environment.
In particular, growth must rely on science and technology, innovation, digital transformation and improving labor productivity to ensure inclusive development, bringing benefits to all people.
Promoting tourism, developing culture – growth drivers
Realizing the potential of tourism and cultural industry, the Government requested the Ministry of Culture, Sports and Tourism and localities to promote tourism, improve service quality, and organize international cultural and sports events to attract tourists.
The cultural development program for the period 2025 - 2035 will also be vigorously implemented, aiming to build a sustainable cultural industry.
In addition, the Ministry of Foreign Affairs is assigned to study the option of unilaterally exempting entry visas for a limited period of time for citizens of some European, Middle Eastern, and Latin American countries to increase the number of international visitors.
Preferential tax and credit policies will also be considered to support stimulating domestic consumption and tourism, especially during holidays and Tet.
Mobilize all forces, take drastic action
The Prime Minister requested ministries, branches and localities to maximize all resources, innovation, creativity and flexibility to implement key solutions.
Taking businesses and people as the center, all difficulties and obstacles must be resolved in the spirit of "not saying no, not saying difficult, not saying yes but not doing".
At the same time, it is necessary to closely monitor the socio-economic situation, proactively forecast and propose flexible solutions to respond to domestic and international fluctuations. The spirit of action that is promoted is autonomy, self-confidence, self-reliance, self-reliance, maximizing development opportunities, and being ready to face challenges.
In addition, the Government also emphasized the task of ensuring social security, protecting the environment, preventing natural disasters, responding to climate change, while strengthening national defense and security and promoting international integration.
With a spirit of high determination, this directive is expected to create a strong driving force to promote rapid and sustainable economic growth, putting Vietnam firmly on the path of development in the new period.
