Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 92/CD-TTg dated September 10, 2024 on focusing on overcoming the consequences of storm No. 3 and floods after the storm.
Telegrams sent to Secretaries and Chairmen of People's Committees of provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Hoa Binh, Lao Cai, Yen Bai, Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Thai Nguyen, Tuyen Quang, Phu Tho, Vinh Phuc, Lang Son, Bac Giang, Bac Ninh, Hai Duong, Hanoi, Hung Yen, Ha Nam, Ninh Binh, Thanh Hoa; Ministers of Ministries, Heads of ministerial-level agencies, and agencies under the Government.
Implementing the conclusion of the Politburo in Official Dispatch No. 11261-CV/VPTW dated September 9, 2024, following the direction at the working sessions to inspect the work of overcoming the consequences of storm No. 3 in a number of localities in recent days, the Prime Minister requested:
1. Party Committee Secretaries and People's Committee Chairmen of provinces and cities in the areas affected by the above-mentioned storms and floods, with the goal of ensuring the safety, health and lives of the people above all, first of all, directly direct the relevant agencies:
a) With the utmost urgency, continue to focus on searching and rescuing those who are still missing (while paying attention to ensuring absolute safety for search and rescue forces); provide free treatment for the injured; organize timely visits and encouragement to relatives and support the funeral arrangements for those who have died.
b) Organize food, foodstuff and essential goods relief for households at risk of hunger, especially those in isolated areas; arrange temporary accommodation for households that have lost their homes. Absolutely do not let anyone go hungry, cold or without a place to live.
c) Inspect, review, and fully and accurately count all damages to production, property of people, businesses, and state infrastructure works, and report to the Prime Minister on September 12, 2024; proactively mobilize local resources and other legal capital sources to urgently overcome the consequences of storms and floods to quickly stabilize people's lives and promptly restore production and business.
2. The Ministers of the Ministries of National Defense and Public Security direct military regions and affiliated units to deploy forces and vehicles (including helicopters) to reach and support the transportation of food, provisions, dry food, bread, milk, relief goods, etc. to people in isolated areas; support people in overcoming the consequences of natural disasters at the request of localities.
3. The Minister of Health directs the treatment of injured people; promptly provides sufficient medicine, ensures medical examination and treatment for people in areas affected by natural disasters, guides people in treating domestic water and the environment, and prevents disease outbreaks after storms and floods.
Repair and restore power systems, important traffic routes, and ensure telecommunication signals as quickly as possible.
4. The Minister of Industry and Trade shall effectively carry out state management of the assigned sectors and fields, direct the Vietnam Electricity Group and relevant agencies and organizations to focus on repairing and restoring the power system as quickly as possible, ensuring power supply for production, business and people's daily life, prioritizing power supply for hospitals, medical facilities, and important production activities; have plans to ensure adequate supply of goods, strengthen market control, prevent shortages, unreasonable price increases, and consumption of counterfeit and poor-quality goods; and promote domestic consumption.
5. The Ministry of Education and Training shall urgently direct the cleaning of schools and classrooms, and the repair of facilities damaged by storms and floods; mobilize the entire sector and the entire country to support teaching equipment, books and learning materials for damaged schools and educational institutions to create conditions for students to return to normal study soon.
6. The Minister of Transport directs to focus on quickly repairing key traffic routes to serve the transportation of relief goods and search and rescue, while ensuring traffic safety.
7. The Minister of Information and Communications shall effectively carry out state management of communications and press, and direct telecommunications corporations to ensure waves for production, business, and services for the People.
Timely support interest rates, debt forgiveness, debt extension, tax, fee and charge exemption and reduction, and promptly compensate for losses to insurance buyers.
8. The Minister of Labor, War Invalids and Social Affairs directs competent agencies to coordinate with localities to review households affected by floods and promptly propose food support for households at risk of hunger, ensuring stable lives for people, especially households in isolated areas.
9. The Governor of the State Bank of Vietnam directs credit institutions and commercial banks to proactively review and summarize the losses of customers who are borrowing capital, promptly apply policies to support interest rates, defer debt, and continue lending so that people and businesses have conditions to restore production and business.
10. The Minister of Finance directs the effective implementation of policies on deferral, exemption, and reduction of taxes, fees, charges, etc. for organizations, individuals, and businesses suffering damage due to storms and floods in accordance with the law; requires insurance businesses to promptly compensate for losses to insurance buyers in a timely, complete, and timely manner in accordance with contract agreements and legal regulations; promptly coordinates with the Ministry of Labor, War Invalids, and Social Affairs to propose to the competent authority to provide rice to households at risk of hunger in accordance with regulations and authority.
Ensure safety of dikes and dams, detect and handle incidents promptly from the first hour.
11. Minister of Agriculture and Rural Development:
a) Continue to direct and promptly deploy measures to ensure the safety of dikes and dams, and promptly detect and handle incidents from the very first hour.
b) Direct measures to overcome the impact of storms and floods on agricultural production, and restore agricultural production immediately after storms and floods.
c) Direct the synthesis of needs, promptly report and propose to competent authorities to decide on seed support to restore agricultural production, to avoid shortages of food supply in the coming time, especially at the end of 2024 and Lunar New Year.
12. Ministers, heads of ministerial-level agencies, government agencies, leaders of local Party committees and authorities, according to their assigned functions and tasks, actively and proactively direct and organize support for localities to overcome the consequences of storms and floods according to regulations.
Find every possible measure to control flood water from upstream flowing to Thac Ba Lake
13. The provinces of Ha Giang, Lao Cai, and Yen Bai seek all possible measures to control floodwaters flowing upstream to Thac Ba Lake. Hanoi City, the provinces of Tuyen Quang, Phu Tho, Vinh Phuc, and especially Yen Bai, prepare the worst-case scenario for Thac Ba Lake according to the Prime Minister's direction at the online meeting at noon on September 10, 2024.
14. Assign Deputy Prime Minister Ho Duc Phoc and Deputy Prime Minister Le Thanh Long to directly direct relevant ministries, branches and localities to seriously implement this telegram.
15. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Ministers in charge on urgent and arising issues./.
