According to the Prime Minister, promoting growth to achieve the two centennial goals (100 years of the founding of the country and 100 years of the founding of the Party) is an objective and inevitable requirement. In the context of the rapidly changing world situation, trade tensions and the risk of trade war, following difficulties such as the COVID-19 pandemic, supply chain disruptions, Typhoon Yagi... he feels "there has never been a peaceful moment".
Meanwhile, the country has a modest economic scale, limited resilience and high openness, and an economy in transition, so the Prime Minister said that with the requirements for development, achieving the goal is considered very difficult.
"No matter how difficult it is, we must do it. We must do it. We strive for growth for a rich and strong country, for the people. We do not set easy goals to achieve. We cannot grow at a steady pace forever," he affirmed.
Accordingly, the Prime Minister said that specific targets have been assigned to each ministry, sector and locality with the spirit that the whole country must grow, sectors must grow, and businesses must grow to achieve the target. That is, everyone must act and focus on the growth target.
To achieve the goal, the head of the Government emphasized the creation of creative space for ministries, localities, businesses and related sectors so that all can join hands for the common goal.
There will be policies to promote credit with high growth, combining fiscal policies, budget revenue and expenditure, tax incentives to facilitate people and businesses in production and business. Therefore, he said it is necessary to accept a partial sacrifice with a higher inflation rate.
Next is to promote public investment, in the context of slow disbursement. The Prime Minister emphasized the need to remove investment obstacles and amend many related laws such as public investment, bidding, and investment so that public investment can lead private investment.
In addition, we will promote three strategic breakthroughs, including institutional breakthroughs, strategic transport infrastructure breakthroughs and high-quality human resources breakthroughs. In which, infrastructure breakthroughs will build railway lines such as Lao Cai - Hanoi - Hai Phong and the Hanoi - Ho Chi Minh City urban railway lines.
The implementation of these projects will be associated with technology transfer, human resource training and reasonable capital, with specific policy mechanisms to accelerate progress, reduce costs, prevent project capital increase, prolongation and strengthen inspection and supervision.
Streamlining the apparatus to improve operational efficiency and better serve the people
Another solution emphasized by the Prime Minister is to both renew traditional growth drivers such as investment, export, and consumption, and strongly promote new growth drivers such as science, technology, and innovation.
In which, the Government will institutionalize and have an action program to implement Resolution 57 of the Politburo on science, technology and innovation, increasing labor productivity for rapid and sustainable development.
With the view that implementation is the weak link, the Prime Minister said that the important thing is to manage, operate, and organize implementation effectively. Along with the above key solutions, the Prime Minister said that the reform and organization of the apparatus also aims to achieve the goal of improving operational efficiency, reducing administrative procedures and eliminating the request-grant mechanism.
"Because when cutting one level, it means eliminating one procedure, plus digitalization, improving effectiveness, efficiency, and operational performance. From the apparatus to the arrangement of personnel, improving quality, restructuring the team of civil servants and public employees, and strengthening the grassroots" - the Prime Minister emphasized.
He mentioned why district-level police must be abolished when pointing out the current reality that each district has about 100 officers. Not operating district-level police and reorganizing the apparatus so that some officers are sent to the province, the majority will be sent to the grassroots level, which is the level closest to the people.
According to the Prime Minister, the people are mainly at the grassroots level, in communes and wards. While we strive for the goal of serving the people and the country, we need to take care of the people's material and spiritual life, which means strengthening the grassroots force.
The reform of the administrative apparatus is to serve development, with the ultimate goal of a happy and prosperous people, a strong and prosperous country, and a civilized and developed society.
