According to The Guardian newspaper, before the visit, Prime Minister Starmer pledged to "turn Brexit around" (Britain leaving the European Union (EU)), rebuilding trust and effective relationships with European allies that were damaged by this issue.
Mr Starmer said the trip was part of a wider effort to restore “broken relationships” with European neighbours left by the previous government and was a “once-in-a-lifetime opportunity to reset the relationship”.
Mr Starmer and Chancellor Scholz are expected to discuss a new UK-German partnership, which is expected to focus on defence and trade.
After visiting Berlin, on the evening of August 28, the head of the British government will travel to Paris, France to meet with host country President Emmanuel Macron.
During the recent election campaign, Mr Starmer's Labour Party said it would seek a security and defence treaty with Germany if it won the general election.
According to the British Prime Minister's Office, it is expected to take several months to negotiate the new bilateral treaty and the two countries will try to complete it early next year.
Seen as a key pillar in a broader reset of relations between the UK and the EU, the pact will build on a bilateral defence agreement currently under negotiation and expected to be finalised by the end of this year.
The new pact aims to boost business and trade, strengthen defence and security cooperation, and enhance joint action on illegal migration between the two countries, the UK Prime Minister's Office added.
During the visit, Mr Starmer is also expected to stress that strengthening relations with Germany and France is "very important".
According to the plan, in the talks with his German counterpart, Mr. Starmer may focus on the issue of military support for Ukraine when both countries are under pressure to aid Kiev.
Previously, on July 6, British Foreign Secretary David Lammy also chose Germany as the destination for his first foreign trip, just 2 days after the Labor Party's victory, calling for a "reset" of relations with European allies.
