* Implementation sequence:

- Step 1: The mother or the person who worships the mother prepares a dossier to propose awarding the State honorary title "Heroic Vietnamese Mother" according to the provisions of Clause 1, Article 4 of this Decree and submits it to the People's Committee of the commune where the mother resides or where the mother registered her permanent residence or resided when she was alive.

- Step 2: The Chairman of the People's Committee at the commune level, within 10 working days from the date of receiving the complete dossier as prescribed, is responsible for:

+ Organize a meeting to review the dossier of each case proposed for the State honorary title "Heroic Vietnamese Mother" with representatives of the Party Committee, People's Committee, Vietnam Fatherland Front, military , police and relevant organizations;

+ Sign the Submission on the proposal to award the State honorary title "Heroic Vietnamese Mother" with the List of proposals to award the State honorary title "Heroic Vietnamese Mother" and 01 set of documents for each case to submit to the Chairman of the District People's Committee.

+ In case a mother has a husband or children who join the enemy, upon receiving all required documents, the People's Committee at the commune level is responsible for:

Publicly post the list (information about the mother) and the process of joining the enemy ranks of the mother's husband and children in the village or commune where the mother resides or where the mother registered her permanent residence or resided when she was alive; the minimum posting period is 40 days; announce on local mass media to collect public opinions; make a record of the results of public posting according to Form No. 03/BMVNAH Appendix issued with this Decree.

After the results of public listing are available, comply with the provisions at points a and b of this clause within 10 working days.

- Step 3: The Chairman of the District People's Committee within 15 working days from the date of receiving complete documents as prescribed is responsible for:

+ Direct the assigned agency to receive documents and organize appraisal according to regulations;

+ Sign the Submission on the proposal to award the State honorary title "Heroic Vietnamese Mother" with the List of proposals to award or posthumously award the State honorary title "Heroic Vietnamese Mother" and 01 set of documents for each case to submit to the Chairman of the Provincial People's Committee.

- Step 4: The Chairman of the Provincial People's Committee, within 15 working days from the date of receiving a complete dossier as prescribed, is responsible for:

+ Direct the assigned agency to receive documents and organize appraisal according to regulations;

+ Sign the Submission on the proposal to award the State honorary title "Heroic Vietnamese Mother" with the List of proposals to award or posthumously award the State honorary title "Heroic Vietnamese Mother" and 01 set of documents for each case with the electronic files of the documents submitted to the Prime Minister .

- Step 5: The Ministry of Home Affairs , within 10 working days from the date of receiving a complete dossier as prescribed, is responsible for appraising the dossier and submitting it to the Prime Minister for consideration and decision by the President to award the State honorary title "Heroic Vietnamese Mother".

* How to do it: Submit the application directly, via postal service or electronically to the People's Committee of the commune where the mother resides or where the mother registered her permanent residence or resided when she was alive.

* Components and number of documents:

- Application for award consideration, including:

+ Declaration requesting the award of the State honorary title "Heroic Vietnamese Mother" according to Form No. 01/BMVNAH Appendix issued with this Decree;

+ Certified copy of the "Fatherland's Gratitude" Certificate, certified copy of the War Invalids Certificate depending on the awarding subject as prescribed in Clause 1, Article 2 of this Decree;

+ Other relevant documents (if any).

- Application documents include:

+ Submission on the proposal to award the State honorary title "Heroic Vietnamese Mother" according to Form No. 05/BMVNAH Appendix issued with this Decree and List of proposals to award the State honorary title "Heroic Vietnamese Mother" according to Form No. 06/BMVNAH Appendix issued with this Decree;

+ Minutes of the results of public posting of the proposal to award the State honorary title "Heroic Vietnamese Mother" according to Form No. 03/BMVNAH Appendix issued with this Decree (if any); Minutes of consideration of the proposal to award the State honorary title "Heroic Vietnamese Mother" according to Form No. 04/BMVNAH Appendix issued with this Decree;

+ The documents specified above.

- Number of documents: 01 set

* Processing time:

- Commune level: No more than 10 working days;

- District level: No more than 15 working days;

- Provincial level: No more than 15 working days;

- Ministry of Home Affairs: No more than 10 working days.

* Subject of administrative procedure: Individual.

* Administrative procedure performing agency:

- Competent authority to decide: President.

- Authorized or delegated authority or person to perform (if any): No.

- Agency directly implementing administrative procedures: People's Committee at commune level.
