Deputy Minister of Health: Putting facilities 2 of Viet Duc and Bach Mai Hospitals into use in 2025

Deputy Minister Do Xuan Tuyen informed that the Ministry of Health has completed a plan to remove difficulties and obstacles related to the project of the second facility of Viet Duc Hospital and Bach Mai Hospital and submitted it to the Government.

Information related to the plan to remove difficulties and obstacles related to Viet Duc Hospital, Branch 2, and Bach Mai Hospital, Branch 2 was given by Deputy Minister of Health Do Xuan Tuyen at the regular Government press conference on the afternoon of January 8.

The Government and the Ministry of Health held more than 20 meetings to resolve difficulties.

At the meeting, reporters asked about the progress of the two projects: Bach Mai Hospital and Viet Duc Hospital, Facility 2, whether they will be put into use as planned from the beginning of 2025 or not? When is it expected that these two projects will be put into use?

Deputy Minister Do Xuan Tuyen said the project of Bach Mai Hospital and Viet Duc Hospital 2 was implemented since 2014 according to the Government's decision.

"When the Prime Minister decided to invest in these two projects, it was in line with the general policy of caring for and protecting people's health, bringing high-quality medical services closer to the people. The second goal is for people to access high-quality medical services quickly and effectively, reducing the burden on central hospitals," Mr. Tuyen acknowledged.

According to Mr. Tuyen, the two projects were implemented under the EPC package of design, construction and installation. "This is a very new type of investment, so the implementation process encountered some difficulties and problems, and from January 2021, the contractor temporarily stopped construction," the deputy minister informed.

Mr. Tuyen said that recently, the Government, the Ministry of Health, and relevant ministries have been very active in researching, reviewing, and proposing solutions to remove difficulties and obstacles for the two projects. In 2023, the Prime Minister established a working group headed by the Minister of Health.

Since February 2023, the Government, Prime Minister, and Ministry of Health have held more than 20 meetings to find solutions to difficulties and problems. The Prime Minister chaired 3 regular meetings of the Government, and the Deputy Prime Ministers chaired many meetings to listen to the Ministry of Health's reports.

Mr. Tuyen said in Notice 535 of the Government Office that he acknowledged the efforts of the working group in trying to complete the project to remove difficulties for these two projects.

"Up to now, the Ministry of Health and the working group have completed a plan to resolve difficulties and problems related to the two projects and have submitted it to the Government. Up to now, with the direction of the Prime Minister and Deputy Prime Ministers, the Ministry of Health has completed a plan to resolve difficulties and problems related to the two hospitals.

Since the beginning of November 2024, contractors have resumed construction. With this spirit, the Ministry of Health continues to direct investors and construction units to coordinate with ministries and branches to implement solutions to remove difficulties and obstacles after receiving comments from competent authorities to ensure the completion and operation of the project in 2025," Mr. Tuyen affirmed.

Minister and Head of the Government Office Tran Van Son informed that the project of the second facility of the two hospitals is "not a normal comprehensive EPC contract" but only involves electromechanical equipment. All medical equipment related to these two hospitals has not yet been bid.

"This form of EPC contract signing has been popular in the world for a long time, but with our very specific and strict public investment regulations, there are some problems related to legal documents when implementing it," said Mr. Son.

This afternoon, the Government Inspectorate also announced its decision to inspect the Bach Mai Hospital 2 project and Viet Duc Hospital 2 project in Ha Nam.

According to the announced decision, the inspection period for the two projects of Viet Duc Hospital and Bach Mai Hospital, Facility 2, is from January 1, 2014 to December 31, 2024. If necessary, it can be considered before or after the above period.

The inspection period is 40 working days from the date of announcement of the inspection decision.

The Inspection Team has 11 members, including Mr. Ngo Dinh Long, Deputy Director of Department III of the Government Inspectorate, as head of the team.

Previously, on December 31, 2024, Deputy Head of the Central Internal Affairs Commission Dang Van Dung said that at the 27th meeting of the Central Steering Committee on preventing and combating corruption, waste, and negativity, General Secretary To Lam requested to conduct an inspection of the Bach Mai Hospital project, branch 2, and Viet Duc Hospital, branch 2 in Ha Nam.

At the end of 2014, the second facility of Bach Mai and Viet Duc Hospitals in Phu Ly City (Ha Nam) began construction and is expected to be the two largest modern hospitals ever. This is also the first time our country has a hospital built and operated according to international standards.

In October 2018, the examination areas of both facilities were officially inaugurated.

However, after that, only the examination area of ​​Bach Mai Hospital was put into use for a period of time from March 2019 to March 2020, then announced a temporary suspension of operations.

Meanwhile, Viet Duc Hospital, branch 2, only stopped at the ribbon cutting ceremony and has never received any patients.

The two hospitals have a scale of 1,000 beds/hospital; floor area of ​​100,000m²/hospital. Total investment is nearly 5,000 billion VND/hospital.
