At the Conference to disseminate and implement Directive 35-CT/TW of the Politburo organized by the Party Committee of the Ministry of Industry and Trade on the afternoon of September 25, 2024, Comrade Le Chi Huong, Deputy Head of the Organization Board of the Party Committee of the Central Agencies Bloc, said that, implementing Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and the Central's guiding documents, the Party Executive Committee of the Bloc has issued Plan No. 182-KH/DUK on organizing Party Congresses at all levels towards the 14th Congress of Party Delegates of the Central Agencies Bloc, term 2025-2030 and the 14th National Congress of the Party.

Accordingly, the work of preparing and organizing the Party Congresses at all levels and the 14th Congress of Party Delegates of the Central Agencies Bloc for the 2025-2030 term must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and Party secretaries at all levels; implementing the motto of innovation, creativity and development on the basis of inheritance and stability; ensuring the organization of congresses safely, economically, practically, effectively, without ostentation, resolutely fighting waste and negativity.

Party committees at all levels focused on leading the preparation of good congress documents; organizing thorough and in-depth discussions, and providing specific and effective contributions to the viewpoints, goals, policies, and major orientations stated in the draft documents of the 14th National Party Congress and documents of the Party Congresses at higher levels.

Personnel work of Party committees at all levels must ensure direct leadership of Party committees, promote democracy, enhance the role and responsibility of the leadership collective and the head; ensure succession, innovation and continuous development of the staff; attach importance to quality, with reasonable quantity and structure.

Personnel preparation and election work must be carried out strictly and in accordance with the principles and regulations of the Party and the laws of the State; ensuring synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality, transparency, and accountability; ensuring high solidarity and unity; and closely linked with planning work for the next term.

Delegates attending the Party Congress at higher levels must be comrades with strong political will, steadfast revolutionary ideals, exemplary moral qualities, lifestyle and working capacity, representing the Party's intelligence to participate and contribute to the contents of the congress.

The election of delegates to attend the Party Congress at higher levels must be based on the Party Charter, the Party Election Regulations and the instructions of the immediate higher Party Committee on the number and structure of delegates to the Party Congress at all levels.

Concluding the Conference, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan assessed: After a period of working very actively and seriously, with a high sense of responsibility, we have completed the Conference Program to disseminate and thoroughly grasp Directive No. 35-CT/TW of the Politburo, Plan No. 182-KH/DUK of the Party Committee of the Bloc and Plan No. 88-KH/DUB of the Party Committee of the Ministry.

The conference listened to comrade Le Chi Huong, Deputy Head of the Organization Committee of the Party Committee of the Central Agencies, disseminate and guide the implementation of Directive No. 35 of the Politburo and Plan No. 182 of the Party Committee of the Central Agencies.

At the same time, the Conference listened to Comrade Le An Hai, Standing Deputy Secretary of the Party Committee of the Ministry, present the contents of Plan No. 88 of the Party Committee of the Ministry of Industry and Trade and Comrade Tran Quang Huy, Deputy Secretary, Head of the Organization Department of the Party Committee of the Ministry, announce the Decisions to establish the Congress Subcommittees. In addition, the Party Committee of the Ministry provides detailed instructions and concretizes a number of contents suitable to the practice at the Party Committee of the Ministry of Industry and Trade.

After this Conference, the Deputy Minister requested Party committees and organizations at all levels to urgently implement the contents according to the plan as presented by the reporters and especially pay attention to the following main contents:

Third, the personnel work of Party committees at all levels must be given special attention, ensuring the direct leadership of Party committees, promoting democracy, enhancing the role and responsibility of the leadership collective and the head; ensuring the succession, innovation and continuous development of the staff; attaching importance to quality, having a reasonable quantity and structure. Effective screening to not "miss" those who are truly virtuous and talented; resolutely not letting "slip" into the new Party committees those who are not politically steadfast; whose qualities, ethics, capacity and prestige have declined; who show signs of political opportunism, ambition for power, corruption, negativity, "group interests", signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; violating Party discipline, State laws; violating political standards and things Party members are not allowed to do...

Fifth, in the process of preparing and conducting the congress, it is necessary to regularly do a good job of political and ideological work, especially propaganda work at agencies and units, ensuring high solidarity and unity, focusing on leadership and direction to successfully complete assigned political tasks.

In addition, the Deputy Minister suggested that after this conference, the Party Committees under the Ministry's Party Committee should proactively study, unify their awareness, closely follow and thoroughly implement Directive 35-CT/TW of the Politburo, the Central Committee's directives and instructions, Plan 182-KH/DUK and instructions of the Bloc Party Committee; develop the Congress plan of their level, lead and direct the preparation and organization of the congress at the subordinate Party organizations.

“ We need to learn from the lessons and problems that still exist in the preparation and organization of the congress of the previous term at our unit to ensure the success of this term’s congress.
