Within the framework of the working trip, on April 16, Deputy Minister Hoang Minh Son had a working session with Mr. Mogilevskyi KI, Deputy Minister of Science and Higher Education of the Russian Federation and visited a number of higher education institutions of the Russian Federation.
Deputy Minister Hoang Minh Son and the delegation of the Ministry of Education and Training worked with the Deputy Minister of Science and Higher Education of the Russian Federation.
At the working session with the Deputy Minister of Science and Higher Education of the Russian Federation, Deputy Minister Hoang Minh Son emphasized that educational cooperation is one of the important contents of the Joint Statement on the vision of strategic partnership between Vietnam and the Russian Federation until 2030 and affirmed that the Ministry of Education and Training always pays attention to, promotes and creates conditions for Vietnamese educational institutions to strengthen cooperation in education and training, science and technology with the Russian Federation.
The two sides discussed the early signing of a new Agreement on educational cooperation to replace the Agreement signed in 2005 ; the Agreement on the establishment and operation of the Pushkin Center ; and the extension of the Agreement on training Vietnamese citizens in Russia until 2030.
Deputy Minister Hoang Minh Son visits Moscow National Research Aviation University
Regarding the work of training human resources in the Russian Federation under the Agreement, Deputy Minister Hoang Minh Son expressed his deep gratitude to the Russian Government for continuing to provide a large number of scholarships to train Vietnamese citizens at Russian higher education institutions. Specifically, in the 2024-2025 school year, Russia will continue to grant Vietnam 1,000 scholarships.
The Deputy Minister suggested that Russia continue to create favorable conditions for receiving Vietnamese citizens to study in the Russian Federation, receiving Vietnamese citizens to do short-term internships and research. At the same time, consider flexible adjustments to the majors, occupations, and training programs in the total scholarship quota and consider increasing living expenses and exempting health insurance for Vietnamese citizens to study under the Agreement.
Working delegation with Peoples' Friendship University of Russia
Deputy Minister Hoang Minh Son also said that Vietnam is always ready to receive Russian citizens to study in Vietnam. According to the Education Cooperation Agreement, every year, Vietnam reserves 75 quotas for Russian citizens to study and practice Vietnamese in Vietnam. Since Russia usually does not use up all of these scholarship quotas, the Ministry of Education and Training proposed that Russia could use these scholarships to promote the study and teaching of Vietnamese language and culture in higher education institutions in the Russian Federation, or use them in research cooperation activities in the form of specialized internships.
Also on April 16 and 17, the delegation of the Ministry of Education and Training visited and worked with a number of Russian higher education institutions including: Higher School of Economics, Moscow National Research Aviation University , Peoples' Friendship University of Russia, and National Research Medical University of N.I. Pirogov.
Deputy Minister Hoang Minh Son witnessed the signing of the agreement between the University of Social Sciences and Humanities (Vietnam National University, Hanoi) and the High School of Economics (HSE).
The delegation also attended the Forum of Universities and the Future - this forum had the participation of universities from many countries such as China, Oman, Lebanon, Greece, India ... and visited the exhibition of achievements of the Russian national economy (VDNKh).
During the meetings with Russian universities, the parties discussed the possibility of cooperation in research, training, student and lecturer exchange, academic exchange, promoting the expansion of the Vietnam - Russia Universities Association in the field of science, technology and information technology, and considering the establishment of a new Association for the field of social sciences and humanities as the core for expanding cooperation between partner universities in the same field. A number of cooperation documents between universities were signed during the bilateral meetings.
The delegation met and exchanged with Vietnamese students studying in the Russian Federation.
In addition, the working delegation of the Ministry of Education and Training also met and discussed with representatives of Vietnamese students studying in the Russian Federation under the Agreement to survey their study and living situation and answer questions for them. Thereby, they studied and proposed amendments and supplements to policies and regulations to improve the effectiveness of international student management.
It is expected that the key activity of this working trip will be the 2nd Vietnam - Russia University Rectors' Forum, which will be held at Lomonosov Moscow State University on April 18 .
