Deputy Minister Ha Kim Ngoc was pleased to welcome Ms. Nicole de Moor to visit and work in Vietnam on the occasion of the two countries celebrating the 50th anniversary of establishing diplomatic relations and the 5th anniversary of the Strategic Partnership on Agriculture. Affirming that Vietnam always considers Belgium an important partner in the European Union (EU), Deputy Minister Ha Kim Ngoc assessed that the traditional friendship and good cooperation between the two countries are developing very positively, especially the visit to Belgium by Prime Minister Pham Minh Chinh from December 13-15, 2022, which has created a strong momentum for the development of the relationship between the two countries, and welcomed the upcoming visit to Vietnam by the Queen of Belgium as Honorary President of UNICEF Belgium (May 9-11, 2023) and the State visit of the King of Belgium in 2024. Regarding the issue of migration, the Deputy Minister affirmed that Vietnam's consistent policy in migration management is to promote legal migration, resolutely fight, prevent and combat illegal migration, illegal migration and human trafficking, and protect the rights and interests of migrants.

"In recent times, Vietnam has had many solutions to manage migration such as: building and implementing socio-economic development policies to reduce illegal migration; communicating policies and laws related to migration, safe legal migration, risks of illegal migration, human trafficking; strengthening international cooperation; issuing a Plan to implement the Global Compact on Safe and Orderly Legal Migration to fulfill Vietnam's commitments," said the Deputy Minister. Deputy Minister Ha Kim Ngoc also highly appreciated the close cooperation of Belgium in implementing the Memorandum of Understanding between the two Governments on migration issues signed in 2009; the implementation of the Project funded by the European Union to support illegal migrants to reintegrate sustainably when returning to Vietnam; At the same time, he suggested that the two sides should coordinate to organize specific activities to strengthen cooperation in this field, hoping that the two sides will continue to coordinate to promote extensive and substantive cooperation to deepen the traditional friendship between the two countries.

At the reception, Ms. Nicole De Moor, Belgian Secretary of State for Asylum and Migration, thanked Deputy Minister Ha Kim Ngoc for taking the time to welcome her and expressed her joy at the rapid developments in the friendly cooperation between the two countries, congratulating Vietnam on becoming a member of the United Nations Human Rights Council for the 2023-2025 term. Ms. Nicole De Moor hopes that Vietnam and Belgium will continue to cooperate closely not only bilaterally, but also multilaterally, especially when both countries are members of the Human Rights Council for the 2023-2025 term to discuss issues of mutual concern, including migration. Ms. Nicole De Moor also highly appreciated the Memorandum of Understanding between the two Governments on migration issues as an important foundation for the two sides to continue to effectively implement cooperation on migration, including the repatriation of citizens; shared the view that it is necessary to promote legal migration, fight against criminal networks of illegal migration and human trafficking. The Secretary of State hoped that the two sides would further promote cooperation on migration issues and pledged to continue supporting Vietnam in this field. In the immediate future, the Belgian side is ready to coordinate in organizing a tour program, exchanging experiences in migration management, training to improve capacity for Vietnamese authorities and implementing communication activities to convey the message of safe migration and prevent migration through unofficial channels.
