"The Provincial People's Committee assigned the Department of Industry and Trade to implement the technical and economic norms of trade promotion activities, but it is very difficult for us to do so because there are no instructions," said Mr. Vo Van Muoi - Director of the Center for Industrial Promotion and Trade Promotion of Kon Tum province.
In addition, there are many suggestions to make regional trade promotion activities more effective, such as proposing support for guiding green trade programs and green transformation; having regulations on financial mechanisms as well as support for trade promotion activities in the digital environment; organizing more supply-demand connection programs and trade connections; inviting more local distributors such as wholesale markets in trade connection programs; supporting the organization of OCOP fairs, Vietnam - Laos fairs, etc.
Must increase coordination between units implementing trade promotion work
Speaking at the Conference, Deputy Minister of Industry and Trade Do Thang Hai pointed out the remaining weaknesses of trade promotion activities in the Central Highlands and Central Vietnam, which are the lack of closeness and ineffectiveness in the coordination of trade promotion between the Trade Promotion Department and localities, between the Trade Promotion Departments, local trade promotion centers and other organizations and units.
Deputy Minister Do Thang Hai said that when building a program, there must first be an orientation for which market, which product, or what the domestic market is. Then, coordinate with localities, associations, industries, and even some large enterprises to build a feasible program. For example, the 2023 program must have a plan by the end of 2022. If it is built and then asked for local participation, it will be very difficult for the locality.

“It is necessary to pay close attention to the coordination between the Trade Promotion Agency and localities to increase the effectiveness of trade promotion work. Deputy Minister Do Thang Hai also proposed to strengthen closer coordination between the Trade Promotion Department, local trade promotion units with units and organizations of the Ministry of Industry and Trade. "Trade promotion work is not the work of a single ministry, sector or level. If trade promotion wants to be successful, the Ministry of Industry and Trade and the Trade Promotion Department are the leading units, coordinating and supporting units for other organizations (such as the domestic market department, foreign market departments) and localities to implement", Deputy Minister Do Thang Hai pointed out, and also noted that trade promotion units cannot do it on behalf of businesses, they are only supporting units, helping businesses to do better in their business activities.
In 2023, the total budget for trade promotion of provinces and cities in the Central Highlands region is 49,583 billion VND. Of which, 8 regional-level exhibitions will be organized; 103 provincial and city-level exhibitions; businesses will participate in 7 foreign exhibitions and 22 Vietnamese goods markets in mountainous and island areas.
