On September 18, a working delegation of the Ministry of Agriculture and Rural Development led by Deputy Minister Phung Duc Tien had a working session with the Standing Committee of the Thua Thien Hue Provincial Party Committee on the fight against illegal, unreported and unregulated (IUU) fishing in the province.

Reporting at the meeting, Director of the Department of Agriculture and Rural Development of Thua Thien Hue province Nguyen Dinh Duc said that up to now, 437/437 fishing vessels with the longest length of over 15m in the province have installed the vessel monitoring device. However, the system only displays the vessel monitoring device for 434/437 fishing vessels because 3 fishing vessels have installed the vessel monitoring system (VMS), but are on shore, damaged and waiting to be sold. Through the VMS system, fisheries management agencies in the province regularly monitor, call for, and warn of the risk of fishing vessels violating foreign waters.
From January 1, 2024 to present, through the fishing vessel monitoring system, 358 fishing vessels have been detected to have lost VMS connection for more than 6 hours and less than 10 days (no vessel lost connection for more than 10 days), accounting for 15.6%. The reason is due to the VMS device being unexpectedly disconnected.
Most of the province's fishing boats use Vinaphone telecommunication services or a few due to technical problems with the power connection, some boat owners have used VX-1700 communication devices with integrated GPS satellite positioning to communicate with the shore station according to regulations. However, there were still 50 trips with 18 fishing boats exceeding the permitted sea boundary, most of which were outside the mouth of the Gulf of Tonkin. All of these cases were warned by the shore station to the boat owners and notified to relevant units, and verified when the boats returned to shore. Therefore, no fishing boats have been handled for exceeding the permitted sea boundary.

The whole province has 385 unregistered fishing vessels, of which 36 are "3 no" fishing vessels (maximum length from 12 to 15 meters) and 349 are "2 no" fishing vessels (maximum length under 12 meters) that lack required documents. Most of these vessels are small fishing vessels, mainly in coastal flats, going out in the morning and returning in the evening (squid fishing, floating fish net fishing), most distributed in Phu Loc district.
Up to now, the People's Committees of districts in the province are guiding fishing vessel owners to register according to Circular No. 06/2024/TT-BNNPTNT dated May 6, 2024 of the Minister of Agriculture and Rural Development on amending and supplementing a number of articles of Circular No. 23/2018/TT-BNNPTNT dated November 15, 2018.
Regarding the province's solution, for fishing vessels with "3 no's" and "2 no's", it will direct the completion of registration before October 30, 2024 and handle it thoroughly before December 31, 2024. Regarding the situation of fishing vessels with expired inspection, the province has directed specialized agencies to guide ship owners to comply with the law. The province is considering establishing a fishing vessel inspection facility outside of the state management function to promptly implement it for local fishing vessels. This task will be completed by the end of 2024.

Deputy Secretary of the Thua Thien Hue Provincial Party Committee Pham Duc Tien requested the provincial departments and agencies to focus on overcoming the shortcomings and limitations that the working group of the Ministry of Agriculture and Rural Development analyzed and pointed out. Mr. Pham Duc Tien affirmed that the province will continue to lead, direct and implement the work of combating IUU fishing more specifically and practically in the coming time.

Concluding the working session, Deputy Minister of Agriculture and Rural Development Phung Duc Tien requested the provincial leaders and departments of Thua Thien Hue province to grasp the situation, strictly handle cases of fishing vessels deliberately violating anti-IUU fishing; deploy more practical and specific anti-IUU fishing work and manage and supervise more closely the activities of fishing vessels when going offshore.
