Both projects are behind schedule.
Reporting to the Deputy Minister of Transport, the My Thuan Project Management Board said that the Cao Lanh - Lo Te route upgrade investment project has a construction package implemented by a joint venture, with a contract value of 819.84 billion VND.
The Cao Lanh - Lo Te route construction site is being vigorously deployed.
The main volume is to compensate and reinforce the main road surface with asphalt concrete (19.69km), construct the service road (27.76km), construct bridges on the service road (29 bridges) and construct the Lo Te intersection.
The project started on April 10, 2024. Construction time is 630 days and expected completion date is December 31, 2025.
Currently, at the construction site, the contractor is implementing 15 construction projects (6 bridge projects including 5 frontage road projects and 1 overpass project, Lo Te intersection and 9 road projects).
Although the implementation has been drastic, the project progress has only reached 2.22%, slower than the proposed construction plan.
Despite great efforts, the construction progress of the Lo Te - Rach Soi route has not met the set requirements.
As for the Lo Te - Rach Soi route, the project has a construction package also carried out by a consortium of contractors. The total contract value is 608,129 billion VND.
The main volume is to treat the crushed stone base layer with recycled solution using foamed bitumen, cement and reinforced asphalt concrete for about 48.7km, treat the ground and extend the transitional slab at 38 box culverts and expand and add emergency lanes.
The project started on June 13, 2024. The construction period according to the contract is 450 days and is expected to be completed on September 5, 2025. The cumulative output according to the contract has only reached 0.37%.
Focus on construction, speed up progress
Due to difficulties in the construction process, for the Cao Lanh - Lo Te route, the My Thuan Project Management Board proposed that the Ministry of Transport send a document to the Dong Thap Provincial People's Committee to promptly relocate the technical infrastructure. The Can Tho City People's Committee accelerated the compensation, support and resettlement work at the Lo Te intersection.
My Thuan Project Management Board proposed to remove difficulties on Cao Lanh - Lo Te and Lo Te - Rach Soi routes.
The Committee wishes the Ministry to consider and consult with the People's Committee of Dong Thap province to introduce a new sand mine for the project. Agree with the specialized agencies (Vietnam Expressway Administration) and the receiving agency (Vietnam Road Administration) to accept - hand over - exploit each completed item.
As for the Lo Te - Rach Soi route, the Committee recommends that the Ministry consider extending the traffic diversion sections for construction because according to the agreement approved by Road Management Area IV, the length of a construction section must not exceed 300m. Consider adding SBS additives to the C16 asphalt concrete layer to increase the bearing capacity of the road surface, prevent rutting and anti-glare mesh...
Deputy Minister of Transport Nguyen Xuan Sang directed to speed up construction and accelerate the progress of the Cao Lanh - Lo Te and Lo Te - Rach Soi routes.
Deputy Minister of Transport Nguyen Xuan Sang basically agreed with the recommendations of the My Thuan Project Management Board regarding the proposals related to the construction of the Cao Lanh - Lo Te and Lo Te - Rach Soi routes.
In addition, the Deputy Minister also directed the Board to actively work with relevant units and Can Tho city to promptly remove obstacles related to site clearance for the Lo Te - Rach Soi route.
Actively coordinate with Dong Thap province to review, evaluate and promptly complete relevant documents and procedures to bring sand to the construction site of the Cao Lanh - Lo Te route.
Contractors increased human resources and equipment, proposed appropriate solutions and focused on construction to speed up the progress of assigned tasks related to these two important projects.
The Cao Lanh - Lo Te route starts at An Binh intersection, An Binh commune, Cao Lanh district, Dong Thap province and ends at Lo Te - Rach Soi route, Can Tho city. The project has a total length of about 28.8km, with a total investment of about 950 billion VND.
The Lo Te - Rach Soi route started construction on January 17, 2016, was completed and put into operation on January 12, 2021, shortening the travel time from Can Tho city to Kien Giang from 90 minutes to 50 minutes. Since its inauguration, the authorities have strictly prohibited all rudimentary vehicles and two-wheeled vehicles from traveling on this route.
