At the regular Government press conference on the afternoon of September 9, Deputy Minister Hoang Minh Son said that for the general education sector, the Ministry has issued complete circulars and documents guiding the implementation of collections at the beginning of the school year, such as the Charter on the Parents' Representative Board and sponsorship activities for education and training.

For universities, the Ministry of Education and Training does not directly manage the finances of each school, but only regulates the mechanism for collecting and managing tuition fees. Other fees collected from services must be publicly announced, transparent to learners, and must comply with legal regulations. Inspection and examination of this matter are under the direct management agencies. For universities under the Ministry of Education and Training, the Ministry will strengthen inspection and examination.
"We hope the press will promptly inform us if any school is found to have illegal or non-transparent fees," said Mr. Son. The Ministry has very clear regulations on transparency, especially in enrollment, publicizing fees for the first year and the entire course. Any school that does not fulfill its commitment will be punished.
The Deputy Minister also informed about solutions for universities to ensure revenue and maintain operations.
Currently, the Ministry of Education and Training manages 34 universities, other schools belong to ministries, sectors and localities. Regarding the source of state funding for schools, it is based on regular expenditure and investment expenditure.
The Ministry of Education and Training hopes that ministries, branches and localities will pay attention to how to have regular spending and investment funds for schools in the context of rising material prices, to create conditions for schools to improve quality.
The Ministry has completed the draft of Decree 81, amended and supplemented, and sought opinions from ministries, branches and members of the Government. Hopefully, the Decree, when approved and issued in the near future, will help universities overcome difficulties, gradually invest and improve training quality.
The Deputy Minister added that the Ministry has a key role in developing regulations on tuition fees for public universities and submitting them to the Government for promulgation. In recent years, the tuition fee ceiling has not increased, leading to difficulties for universities in maintaining operations as well as reinvesting to improve training quality.
