Deputy Minister of Education and Training Pham Ngoc Thuong said that to do well in exams, teaching and learning must be organized well, especially for grade 12 students in the context of implementing Circular 29 on extra teaching and learning.
“Reviewing for students and the three groups of students who are allowed to receive extra teaching and learning in schools according to Circular 29 is the responsibility of teachers and schools. Any place where students still have many weaknesses is a sign that the main curriculum has not been implemented well.
There is no reason to justify that the decline in the quality of this year's high school graduation exam is due to the implementation of Circular 29. Any locality that says so means that for a long time they have not seriously and fully implemented Circular 17 and have been irresponsible towards students and parents for many years. It is not that there is no extra teaching and learning, that is why this is happening."

Mr. Thuong quoted Minister of Education and Training Nguyen Kim Son as saying that the Ministry also does not encourage teachers to volunteer to teach too much, beyond their capacity; but they need to teach on time, innovate methods, and divide groups of students according to their abilities to organize review sessions.
“For students whose academic results are not up to standard, the way of caring must be more individualized. For good and excellent students, the way of caring is different. There is no leveling,” said Mr. Thuong.
"No need to spend time studying until you are emaciated"
The Deputy Minister of Education and Training said that in the future, we will aim to avoid having to review for exams for too long.
“The order is that next year, after the end of the semester and the completion of the program, the exam will be held earlier. It does not have to last for months for students to review for the exam. If we do all the daily work well, students can be ready to take the exam at any time. Instead of spending time reviewing for the exam until they are exhausted. We must change the way we manage education. And if teachers manage and operate this teaching and learning well every day, every semester/school year, the exam will become easier and less stressful,” said Mr. Thuong.
To organize the high school graduation exam to meet the requirements, the quality of teaching and learning needs to be improved. Mr. Thuong said that there are many review methods for students such as group study, discussion, and organizing review sessions on television so that all students have the opportunity to approach good teachers.
The 2025 high school graduation exam will take place on June 26-27 with two exam schedules for two groups of candidates studying the 2018 general education program and the previous general education program (2006).
This year's group of high school graduation candidates will take four exams; in addition to the compulsory Math and Literature, they will choose two subjects they studied in grade 12 from: Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Language.
Candidates taking the 2006 general education program will take the Literature, Math, Foreign Language exams, and one of two Natural Sciences (Physics, Chemistry, Biology) or Social Sciences (History, Geography, Civic Education).
