On November 6, a working delegation from the Ministry of Industry and Trade led by Deputy Minister Nguyen Hoang Long conducted a field survey and worked with Thanh Hoa province on the development situation and to remove difficulties and obstacles in the field of industrial production and trade.
Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and representatives of departments, branches, Nghi Son Economic Zone Management Board (KKTNS) and Industrial Parks (IPs), representatives of localities and a number of enterprises worked with the delegation.
Leaders of the Department of Industry and Trade reported on the situation of industrial and commercial activities in the province.
In the first 10 months of 2024, industrial production activities in the province maintained positive growth momentum. The industrial production index in the first 10 months increased by 19.6% over the same period, nearly double the national average growth rate. In particular, the output of some major industrial products grew quite well, such as: Gasoline of all kinds increased by 39% over the same period; diesel oil increased by 49.2% over the same period; clothing of all kinds increased by 17.7% over the same period; sports shoes increased by 21.5% over the same period; cement increased by 76.7%; electricity production increased by 24.6% over the same period.
Currently, in the NSK, 7 industrial zones have been filled, 4 industrial zones have attracted infrastructure investors, with an average occupancy rate of 35%. Some industrial zones outside the NSK have good investment attraction results such as: Le Mon reaching 100%; Dinh Huong - Tay Bac Ga reaching 95%; Hoang Long phase 1 reaching 100%; Bim Son 65%; Lam Son - Sao Vang 5%; Thach Quang 6.6%.
Up to now, the Economic Zone and industrial parks have attracted 656 domestic investment projects and 74 foreign investment projects. It is expected that by 2025, Thanh Hoa will attract more large projects, such as: Investment projects to build and operate infrastructure of industrial parks: Phu Quy; Giang Quang Thinh; West Thanh Hoa; Ha Long; Dai Duong Cement Factory...
Thanh Hoa has also planned 115 industrial clusters, with a total area of 5,267 hectares. 44 industrial clusters have been established, with a total area of 1,557 hectares and a total registered investment capital of VND 10,917 billion. The whole province currently has 303 enterprises participating in exports with an export turnover of 5.07 billion USD in 10 months. It is forecasted that in 2024, the export turnover will reach 6.3 billion USD, exceeding the set plan (plan of 6 billion USD).
Regarding power source development, the province has 39 power plant projects planned with a total capacity of 5,486 MW; of which 19 projects have been put into operation, with a total capacity of 2,488.36 MW; 6 projects are being invested, preparing for investment with a total capacity of 906 MW and 14 projects have been approved for planning, not yet invested with a total capacity of 2,091.5 MW.

At the conference, Thanh Hoa province requested the Ministry of Industry and Trade to pay attention to introducing potential domestic and foreign investors to learn about and invest in the industrial and commercial sectors in the area; at the same time, submit to the Prime Minister for priority allocation of public investment resources to implement priority investment project lists approved by the Prime Minister in national sectoral and sectoral planning such as: power transmission infrastructure projects; oil and gas reserve projects; projects under national target programs; projects under the Oil and Gas Development Strategy.
Along with that, Thanh Hoa province also requested the Ministry of Industry and Trade to pay attention to and direct units under the Ministry and trade counselors to support export promotion activities for Thanh Hoa province's goods and guide import and export procedures, resolve international trade disputes; pay attention to supporting funding from the National Industrial Promotion Program as requested by Thanh Hoa province; propose the National Assembly to soon pass the Law amending and supplementing a number of articles of the Electricity Law to resolve a number of difficulties in the current implementation process.

Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi emphasized: According to the objectives of Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo; National Oil and Gas Industry Development Strategy; Thanh Hoa Province Planning approved by the Prime Minister, all determined: "Turn Thanh Hoa province into one of the major industrial centers of the North Central region and the whole country; in which the focus is on developing energy and processing and manufacturing industries before 2030; forming and developing a number of renewable energy centers in advantageous regions and localities, including Thanh Hoa; building an LNG power center in the NSK".
In order to soon realize the above goals of the Central Government and the province, and at the same time facilitate the development of industrial and commercial production activities in the area, the Standing Vice Chairman of the Provincial People's Committee proposed that the Ministry of Industry and Trade consider and create conditions to remove difficulties that enterprises have specifically proposed, such as: Advising the Prime Minister to approve as a basis for investors to soon implement the project of converting fuel from coal to LNG for the Cong Thanh Thermal Power Project, Thanh Hoa province according to Document 12927/UBND-CN dated September 4, 2024 of the People's Committee of Thanh Hoa province; promptly consider and resolve the proposal of the People's Committee of Thanh Hoa province in Document No. 14737/UBND-THKH dated October 7, 2024 on selecting and arranging land fund to build a national crude oil reserve and an LNG reserve; Support Thanh Hoa province in implementing procedures to select investors for the Nghi Son LNG Power Plant project with a capacity of 1,500 MW according to Decree 115/2024/ND-CP dated September 16, 2024 of the Government; approve adjustments to crude oil supply, production plan for 2025 and support the granting of LPG import licenses for Nghi Son Petrochemical Refinery.
The Standing Vice Chairman of the Provincial People's Committee also requested the Ministry of Industry and Trade to pay attention to and allocate resources to invest in 220kV and 110kV transmission projects according to the Power Plan VIII and the Provincial Plan; especially the power supply routes for large urban areas, industrial parks, and large-scale industrial production areas of Thanh Hoa province, including Nghi Son Refinery and Petrochemical Plant.
Concluding the working program, Deputy Minister of Industry and Trade Nguyen Hoang Long acknowledged and highly appreciated the management of industrial and commercial production in Thanh Hoa province and the efforts of enterprises that have brought about remarkable results, creating momentum for economic restructuring, increasing budget revenue and creating many jobs for local workers.

Based on specific recommendations from Thanh Hoa province and discussions of affiliated Departments and Divisions; opinions of corporations and enterprises, Deputy Minister of Industry and Trade Nguyen Hoang Long said that he will assign specialized units of the Ministry of Industry and Trade to study and resolve on the basis of creating the most favorable conditions for production and business activities.
After the working program and field survey, Deputy Minister Nguyen Hoang Long proposed that Thanh Hoa province organize a specialized trade meeting on this field. At the program, specialized units of the Ministry of Industry and Trade will have a deeper understanding of specific difficulties and problems; discuss and support the province on solutions to remove difficulties for each industry and each production field.
According to the province's proposal, in the near future, the Ministry of Industry and Trade will support and coordinate with the Thanh Hoa Industry and Trade sector to organize training programs, disseminate knowledge on international trade integration, e-commerce management and new legal policies in the sector. He also suggested that Thanh Hoa province proactively research and participate in cooperation programs to develop green industrial zones and clusters in the direction of circular economy; more specifically, the orientations in the strategy to build a national energy center in Thanh Hoa.
The Deputy Minister of Industry and Trade also suggested that Thanh Hoa province participate in cooperation groups on energy transition. This is an opportunity for Thanh Hoa to learn about and participate in energy saving projects, develop smart grids; and at the same time, have the opportunity to accompany partners to cooperate in developing energy resources as a national energy center.
Previously, the delegation surveyed and grasped the production and business situation and recommendations and proposals of a number of key manufacturing plants in Nghi Son Economic Zone such as Nghi Son Refinery and Petrochemical Plant; thermal power plants; PTSC Nghi Son Port; and surveyed the site of Cong Thanh Thermal Power Project; the proposed site for building a national reserve for crude oil and LNG reserve.
