On the morning of December 18th, the Standing Committee of the National Assembly considered proposals to add several draft laws to the 2024 Law and Ordinance Drafting Program, including the Law on Prevention and Combat of Human Trafficking (amended); the Law on Chemicals (amended); the Law on Management and Use of Weapons, Explosives and Supporting Tools (amended)...
At the meeting, Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, provided further information on the draft laws proposed for inclusion in the 2024 legislative and ordinance drafting program.
Regarding the Law on the Management and Use of Weapons, Explosives, and Supporting Tools (amended), Lieutenant General Nguyen Duy Ngoc stated that the Ministry of Public Security has not only recently begun researching this issue, but has also compiled and proposed solutions to address loopholes and inadequacies in the application of the law over the past five years, especially in cyberspace activities and after the Covid-19 pandemic.
According to the Deputy Minister of Public Security, the past five years of research have thoroughly analyzed criminal behaviors and groups. Specifically, from the end of 2022 to the present, there has been a situation where criminals use tools and rudimentary weapons to rob banks. This was a very rare occurrence before the Covid-19 pandemic in our country and other countries around the world .
"Thus, the criminal activity may be instantaneous but very violent. Furthermore, the use of knives in committing crimes accounts for 58% of cases and 54% of perpetrators. From this, the complexity of the situation is clearly evident," said Lieutenant General Nguyen Duy Ngoc.
The Deputy Minister of Public Security emphasized the stance that they will seek opinions and fully incorporate them to finalize the draft law, and report it to the National Assembly at the 7th session.
Regarding the situation of human trafficking, according to Lieutenant General Nguyen Duy Ngoc, this issue is becoming increasingly complex, especially after the Covid-19 pandemic when migration waves occurred, leading to criminals exploiting these waves to buy and sell people and commit crimes.
Regarding the addition of regulations on the management and use of fireworks, based on the legalization of Government Decree 137 for comprehensive management of explosives, National Assembly Vice Chairman Tran Quang Phuong suggested that the reviewing and drafting agencies study this opinion to ensure appropriate regulations.
Mr. Tran Quang Phuong suggested reviewing policies and supplementing reports with full impact assessments, especially regarding the definition of weapons and supporting tools, including tools for production and daily life, and types of knives that have been commented on by various agencies. This is because this issue has a significant impact on socio-economic development.
