Deputy Minister of Public Security: Many cases of bank robberies using primitive weapons

At the meeting, Senior Lieutenant General Nguyen Duy Ngoc - Deputy Minister of Public Security provided more information about the draft laws proposed to be added to the 2024 law and ordinance building program.

Regarding the Law on Management and Use of Weapons, Explosives and Supporting Tools (amended), Senior Lieutenant General Nguyen Duy Ngoc said that the Ministry of Public Security has not only researched it now, but in the past 5 years of implementation, it has synthesized and recommended loopholes and inadequacies in the process of applying the law, especially in cyberspace activities and after the Covid-19 pandemic.

According to the Deputy Minister of Public Security, in the past 5 years of research, we have carefully analyzed groups and criminal behaviors. Specifically, from the end of 2022 until now, there has been a situation of criminals using support tools and rudimentary weapons to rob banks. This was a very rare incident before the Covid-19 pandemic in our country and other countries around the world.

“Thus, the criminal activities of the subjects may be immediate but very reckless. In addition, using knives to commit crimes accounts for 58% of the cases and 54% of the subjects in the total number of cases and subjects. From that, we can clearly see the complexity," said Senior Lieutenant General Nguyen Duy Ngoc.

The Deputy Minister of Public Security emphasized that he will seek opinions and fully absorb them to complete the bill and report to the National Assembly at the 7th session.

Regarding the human trafficking situation, according to Senior Lieutenant General Nguyen Duy Ngoc, this issue is complicated, especially after the Covid-19 pandemic, there was a wave of migration, so there was a situation where criminals took advantage of this wave to buy and sell people and commit crimes.

Regarding the addition of regulations on the management and use of fireworks, on the basis of legalizing Decree 137 of the Government to comprehensively manage explosives, Vice Chairman of the National Assembly Tran Quang Phuong requested the reviewing and drafting agency to study this opinion to make appropriate regulations.

Mr. Tran Quang Phuong suggested reviewing policies and supplementing reports, assessing full impacts, especially regulations on the concept of weapons, support tools including production tools for life, types of knives that agencies have opinions on. Because this issue has a great impact on socio-economic development.
