In 2025, the estimated land use fee collection in the province was assigned by the Ministry of Finance at 533 billion VND, the Provincial People's Council assigned nearly 1,371 billion VND, the highest ever and also the revenue item accounting for the highest proportion in total domestic revenue (assigned by the Provincial People's Council). The assigned estimate is high, while the land use fee collection work still faces many difficulties and challenges such as slow land auction organization; some cases still owe land use fees...
Faced with that reality, from the beginning of 2025 to now, the tax authority continues to coordinate with relevant agencies to implement specific measures to focus on collecting land use fees. Mr. Nguyen Van Dieu, Deputy Head of the Tax Department of Region VI, said: To implement the collection of land use fees, from the beginning of 2025 to now, the Tax Department of Region VI has directed inter-district tax teams to coordinate with relevant units to circulate records to determine financial obligations for families and individuals who have incurred land use fees. From there, notify and urge the payment of land use fees. On the other hand, the tax authority also coordinates with relevant agencies and units of districts and cities in propagating, mobilizing, and implementing measures to recover land use fees, especially cases of land use fees with a term of 5 years as prescribed...
As a result, from the beginning of the year to mid-April 2025, the total land use fee revenue in the province was over 147 billion VND, reaching 27.6% of the estimate assigned by the Ministry of Finance, reaching 10.7% of the estimate assigned by the Provincial People's Council and increasing by over 37% over the same period in 2024. In particular, some districts had high revenue increases compared to the same period such as Huu Lung and Binh Gia districts...
Although the land use fee collection has increased compared to the same period and ensured the progress of the estimate assigned by the Ministry of Finance, looking at the collection results from the beginning of 2025 to now, it can be seen that the collection is still quite low compared to the estimate assigned by the Provincial People's Council. Faced with that reality, relevant levels and sectors are currently continuing to synchronously and drastically implement solutions to overcome difficulties and speed up the progress of land use fee collection.
Mr. Nguyen Van Dieu, Deputy Head of the Tax Department of Region VI said: Currently, on the one hand, the unit continues to coordinate with the People's Committees of districts and cities in propagating, mobilizing, urging debt collection, and collecting arising land use fees. On the other hand, the unit continues to closely coordinate with relevant departments and branches to develop land price plans to ensure progress and compliance with regulations; review projects, residential areas, urban areas, and auctioned land areas to develop budget collection plans for each project...
Along with the initiative of the tax authorities, relevant departments and branches, currently, districts and cities are also focusing on developing plans to speed up the collection of land use fees. Ms. Vy Thuy Thanh, Head of the Finance - Planning Department of Huu Lung district, said: As of mid-April 2025, land use fees collected in the district were over 23 billion VND, reaching 56.7% of the estimate. To speed up the collection of land use fees, in the coming time, the unit will continue to closely coordinate with the tax authorities and relevant agencies to review and effectively exploit revenue sources from land; focus on propaganda, guidance and urging cases of financial obligations arising from land to pay the budget in accordance with regulations... It is expected that by the end of April 2025, land use fees collected in the district will reach about 26 billion VND, reaching 63% of the estimate assigned by the province and equal to 656% compared to the same period in 2024.
Similar to Huu Lung, Dinh Lap district is also implementing solutions to improve the efficiency of land use fee collection, especially the implementation of land auctions. Ms. Nguyen Thi Thanh Huyen, Director of the Land Fund Development Center of Dinh Lap district, said: There are currently more than 130 land plots in the district that can be auctioned. While waiting for the approval of the land price plan from the superiors, the unit has proactively coordinated and worked with relevant parties to prepare conditions for the auction, and it is expected that these land plots will be auctioned in May 2025.
With the solutions that relevant levels and sectors have been implementing, it is believed that in the coming time, the implementation of land use fee collection in the province will achieve positive results, thereby contributing significantly to the completion of the budget collection task in 2025.
