Testing the first exemption from inspection for new vehicles from April 24

From April 24, 2025, the Vietnam Register plans to test the software to grant first-time inspection exemptions for new vehicles at registration facilities nationwide.

This is one of the solutions proposed by the Vietnam Register to overcome the situation where some registration facilities refuse to accept first-time inspection exemption applications without giving a valid reason, causing frustration for vehicle owners in recent times.

The Vietnam Register recommends that inspection facilities must arrange specialized professional staff to carry out procedures for receiving and granting first-time inspection exemptions for vehicles to ensure speed, convenience, and create favorable conditions for people and businesses.

In addition to the above situation, harassment and negativity in vehicle inspection activities continue. At some vehicle inspection facilities, inspectors and professional staff have improper service attitudes, harassment, and negativity related to receiving registration for inspection; refusing to inspect oversized and overloaded vehicles; not affixing inspection stickers on vehicles and refusing to accept first-time inspection exemption applications for new vehicles...

The Vietnam Register has corrected inspection facilities' attitude towards serving people and businesses; but also recommends that vehicle owners be proactive and flexible in registering for inspection.

The inspection facility also proactively organizes for vehicle owners to register for inspection in the following forms: online registration via the inspection center application, registration by phone, direct registration (possibly through the issuance of a queue number) and other suitable forms to save time and create convenience for people and businesses when bringing their vehicles for inspection.

In case of conducting inspections outside the inspection facility, the Vietnam Register recommends that inspection facilities immediately purchase speed measuring equipment and conduct inspections outside the inspection facility. Currently, there are only 94 inspection facilities nationwide fully equipped with testing tools and equipment, ready to conduct inspections outside the inspection facility.

Currently, semi-trailers carrying oversized and overweight cargo are oversized and overloaded vehicles that exceed the capacity of the inspection line in terms of space and equipment at the inspection facility, so inspection must be performed outside the inspection facility.

The regulations on vehicle inspection outside the inspection facility include the content of checking the braking efficiency on the road, using a speed measuring device and having a braking efficiency testing track that meets national technical regulations on automobiles, trailers, semi-trailers, four-wheeled motorized passenger vehicles, and four-wheeled motorized cargo vehicles in technical safety and environmental protection inspection.

The Ministry of Construction has also sent a document to the People's Committees of provinces and cities requesting support in preparing locations (brake efficiency testing roads) for inspection facilities to conduct brake testing on the road, avoiding the situation of oversized and overweight vehicles "lying" in the sun for many months, the cause of which is believed to be due to being "stuck" for inspection outside the inspection facility.
