Budget revenue as of April 15 reached 40.77% of estimate

Updated revenue data on the Treasury and Budget Management Information System (TABMIS) shows that state budget revenue by the end of April 15 reached VND801.9 trillion, equal to 40.77% of the estimate.

The above information was announced by the Ministry of Finance on the morning of April 21. Of which, central budget revenue reached 407.2 trillion VND, reaching 39.9% of the estimate; local budget revenue reached 394.7 trillion VND, reaching 41.7% of the estimate.

As of the end of March 2025, the total accumulated state budget revenue for the first 3 months reached 721.3 trillion VND, equal to 36.7% of the estimate, an increase of 29.3% over the same period in 2024 (central budget revenue reached 35% of the estimate; local budget revenue reached 38.4% of the estimate).

Of which, total revenue in the first quarter reached VND 646.3 trillion, equal to 38.7% of the estimate, up 34.5% over the same period in 2024. Excluding land use fees, lottery revenue, capital recovery, dividends, profits, after-tax profits and the difference between revenues and expenditures of the State Bank, domestic tax and fee revenue reached 35.8% of the estimate, up 21.1% over the same period.

Revenue from crude oil reached VND 13.3 trillion, equal to 25% of the estimate, down 15.3% over the same period in 2024. The average payment price of crude oil in the first quarter reached about 81 USD/barrel, equal to 84.7% over the same period; payment output of crude oil reached about 2 million tons, equal to 25.2% of the plan, equal to 93.4% over the same period in 2024.

Balanced revenue from import-export activities reached VND 61.6 trillion, equal to 26.2% of the estimate, approximately the same as the same period in 2024, on the basis of total tax revenue reaching VND 95 trillion, equal to 23.1% of the estimate, up 5.8% over the same period in 2024; VAT refund according to the regime is about VND 33.4 billion, equal to 19% of the estimate, up 17.6% over the same period in 2024.

Total accumulated state budget expenditure in the first quarter reached VND 428.2 trillion, equal to 16.8% of the estimate, up 11.6% over the same period in 2024, of which development investment expenditure reached about VND 78.7 trillion, equal to 10% of the estimate decided by the National Assembly, the disbursement rate reached 9.53% of the plan assigned by the Prime Minister; debt interest payment reached 29.5% of the estimate; regular expenditure reached 20.2% of the estimate.

Budget expenditure tasks in the first quarter were carried out according to estimates, meeting the requirements of socio-economic development, national defense, security, state management and payment of due debts, taking care of beneficiaries of salaries, pensions and social allowances from the state budget, and implementing social security policies well.

903.5 billion VND has been spent from the central budget reserve, of which 802.8 billion VND has been added to the Ministry of Agriculture and Environment; 100.7 billion VND has been supported to localities for epidemic prevention and control, and support for plant varieties, livestock, and aquatic products to restore production in areas damaged by natural disasters and epidemics according to regulations.

The balance of the central budget and local budgets is guaranteed. By the end of March 2025, 110.4 trillion VND of government bonds had been issued, with an average maturity of 10.23 years and an average interest rate of 2.91%/year.
