Letter calling for donations and support to build the Provincial "Farmer Support" Fund in 2025

Building and developing the Farmers Support Fund (FSF) is a major policy of practical significance of the Party and State, aiming to help farmers, first of all farmers lacking capital, to expand production scale, improve their lives, and contribute to socio -economic development in rural areas.

The Provincial People's Credit Fund was established in 1996 under Decision No. 549-UB/QD-VX, dated June 26, 1996 of the Provincial People's Committee and officially put into operation in 1997. After more than 28 years of operation, the Provincial People's Credit Fund has always received close direction from the Provincial Party Committee; the coordination and facilitation of the Provincial People's Committee, the attention, support and contributions of all levels, sectors, units, organizations and individuals inside and outside the province; as of November 28, 2024, the Provincial People's Credit Fund is managing over 79 billion VND. From the Fund, more than 42,000 member households and farmers have been supported with loans to invest in production development, create jobs, increase income, stabilize life, promote effective implementation of the movement "Farmers compete in production, good business, unite to help each other get rich and sustainably reduce poverty", contributing significantly to the successful implementation of the goals and tasks set forth by the Resolution of the Provincial Party Congress and the resolutions of the Party Congresses at all levels.

Currently, in addition to the State's credit policy programs serving agriculture , farmers and rural areas, the Farmers' Association Fund is also a significant resource to support farmers in developing production, especially developing production according to the collective economic model, cooperation and association. However, the Farmers' Association Fund has not yet met the borrowing needs of farmer members, many households still lack capital to develop the economy, expand production scale, increase income and improve life.

In order to continue to effectively implement Resolution No. 19-NQ/TW, dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045 and the resolutions of Party congresses at all levels for the 2020-2025 term; promoting the results achieved in mobilizing support and contributions to build the Provincial People's Credit Fund in recent years, the Provincial People's Credit Fund Mobilization Committee continues to call on agencies, units, enterprises, armed forces, organizations, individuals, philanthropists and people of all walks of life to promote the tradition of national solidarity and social consensus to actively participate in contributing and supporting the development of the Provincial People's Credit Fund, thereby supporting many farming households to borrow capital, replicate production and business development models, and actively contribute to poverty reduction in the locality.

The contributions of agencies, units, organizations and individuals are recognized, considered and evaluated during the year-end emulation and reward process. Time to mobilize contributions: From March 2025 to December 31, 2025.

Contribution level: Each household contributes and supports from 10,000 VND (Ten thousand VND) or more. Good production and business households, production and business - services: Contribute and support from 30,000 VND (Thirty thousand VND) or more. For cadres, civil servants, public employees, workers, officers, professional soldiers of the armed forces (those receiving salaries from the state budget), state-owned enterprises, and enterprises with state capital: Contribute and support at least one day's salary or more (calculated according to the social insurance salary level). Private enterprises and cooperatives located in the province: Contribute and support at least 2,000,000 VND (Two million VND) or more. Philanthropists contribute at least 100,000 VND (One hundred thousand VND) or more. For central agencies located in localities, support is based on that locality.

The Provincial People's Credit Fund Mobilization Committee hopes that all levels, sectors, organizations, individuals and all classes of people in the province will pay attention to contributing to the Fund. Based on the mobilization results, the Provincial People's Credit Fund Mobilization Committee will direct the Executive Board of the People's Credit Fund and the Provincial Farmers' Association to provide loans in accordance with the provisions of the Charter on organization and operation of the People's Credit Fund; instructions of the Central Vietnam Farmers' Association and the Ministry of Finance.
