Attracting excellent students and talented people into the political system

On August 22, at the question and answer session within the framework of the 36th meeting of the National Assembly Standing Committee, delegate Leo Thi Lich (National Assembly delegation of Bac Giang province) requested information on the results of attracting excellent students at the central and local levels.

Responding, Minister of Home Affairs Pham Thi Thanh Tra said that the Resolution of the Party Central Committee clearly stated the strategy for developing cadres, attracting excellent students and talented people to the public sector.

By 2021, the country had only attracted 2,891 outstanding students and young scientists, of which 1,110 were at the central level and 1,781 were at the local level. In this regard, localities have developed specific policies to attract outstanding students and talented people to the public sector.

After the Government's Decree, in 2022 and 2023, the whole country continued to attract 584 people, of which 170 were at the central level and 414 were at the local level. Although the expectations and requirements are very high in this matter, the actual implementation still faces many difficulties.

"The Ministry is continuing to advise the Prime Minister on this issue, aiming to build a wider space, effectively attracting excellent students and talented people into the political system" - Minister of Home Affairs Pham Thi Thanh Tra informed.

There are 21,800 redundant officials and civil servants at district and commune levels.

Questioning the Minister of Home Affairs, delegate Trinh Minh Binh (National Assembly Delegation of Vinh Long Province) said that currently, the policy to support cadres, civil servants, public employees, and non-professional workers at the commune level when implementing the severance regime depends on the resources and the ability to balance the local budget. Meanwhile, most localities have not been able to balance their own budgets and face difficulties in funding for implementation.

Faced with the above reality, delegate Trinh Minh Binh requested the Minister of Home Affairs to inform him of any solutions in the coming time to advise the Government to help cadres, civil servants, public employees, and part-time workers at the commune level to enjoy full benefits when they leave their jobs due to the rearrangement of commune-level administrative units.

Responding to questions from delegates, Minister of Home Affairs Pham Thi Thanh Tra said that in the 2023-2025 period, the plan to rearrange 47 district-level administrative units will reduce 13 district-level administrative units and the plan to rearrange 1,247 commune-level administrative units will reduce 624 commune-level administrative units.

It is estimated that there will be 21,800 redundant officials and civil servants at the district and commune levels, as well as redundant non-professional officials. Of which, the district level will have a surplus of about 1,200 people; commune-level officials and civil servants are expected to have a surplus of about 13,100 people; and commune-level non-professional officials will have a surplus of 7,100 people. Thus, this surplus number needs to be resolved completely by 2030.

To solve this problem, the Ministry of Home Affairs has consulted on a Decree on streamlining the payroll, according to which, up to now, 46/54 localities have issued policies to support redundant officials and civil servants. The funding source for localities to resolve redundant policies and regimes is very large.

For localities that can balance their own budgets, according to budget decentralization, localities must balance to arrange funding sources to arrange surplus staff according to Government decrees as well as resolutions of the Provincial People's Council.

“In addition, for localities that cannot balance their budgets, it is necessary to promptly synthesize so that the Ministry of Home Affairs can report to the Government to allocate budget to pay for the source of funding to resolve staff streamlining, including implementing the surplus policy for cadres, civil servants, and non-professional workers at the district and commune levels,” Minister of Home Affairs Pham Thi Thanh Tra suggested.
