Revoking the right to grant certificates of origin for goods enjoying preferential tariffs exported to Norway and Switzerland of VCCI

(PLVN) - The Ministry of Industry and Trade has just issued a decision to revoke the right to issue Certificates of Origin of goods, issue Certificates of unchanged origin of goods and receive registration of codes for certificates of origin of goods under the general preferential tariff regime of Norway and Switzerland of the Vietnam Federation of Commerce and Industry (VCCI).

Pursuant to Decision No. 1103/QD-BCT dated April 21, 2025, the Ministry of Industry and Trade decided to revoke the right to issue Certificates of Origin (C/O), Certificates of Unchanged Origin (CNM) and receive registration of Certificates of Origin codes (REX codes) under the Generalized System of Preferences (GSP) of Norway and Switzerland authorized by the Minister of Industry and Trade to VCCI in related decisions. Including: Decision 1234/QD-BCT dated April 12, 2018 of the Ministry of Industry and Trade; Decision No. 1076/QD-BCT dated April 3, 2020 of the Minister of Industry and Trade; Decision No. 2795/QD-BCT dated December 16, 2022 of the Minister of Industry and Trade.

In addition, the Minister of Industry and Trade also requested the Import-Export Department to notify importing countries, relevant agencies, organizations and units at home and abroad about the change of the issuing authority for types of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and REX code registration from the effective date of this Decision (April 21, 2025).

At the same time, organize the implementation of granting C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and register REX code smoothly, avoid interruption and create favorable conditions for traders.

The Department of E-commerce and Digital Economy is required to ensure the electronic data infrastructure at the Electronic Certificate of Origin Management and Issuance System (eCoSys) of the Ministry of Industry and Trade to carry out the process of issuing electronic C/O and collecting fees for certification of goods origin (C/O); Receive registration of REX codes.

The Decision also clearly states that from May 5, 2025, VCCI will stop issuing all types of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and REX code registration.

At the same time, VCCI is responsible for supporting traders in changing the place of request for issuance of C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and registering REX code according to the provisions of Article 14 of Decree NO. 31/2018/ND-CP of the Government detailing the Law on Foreign Trade Management on the origin of goods.

Preside over or coordinate with competent authorities in inspecting, examining and verifying the origin of goods issued by VCCI during the period authorized by the Minister of Industry and Trade to issue C/O form A, C/O form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and register REX code (if any).
