Recovering tens of billions of dong in tuition support, Da Nang faces difficulties

Recently, kindergartens in Da Nang received a notice to withdraw part of the tuition support money for the first semester of the 2022-2023 school year that had been previously granted to students, but the schools all said it was very difficult to implement.

On August 8, responding to VTC News , a representative of a private kindergarten in Hai Chau district said that in the first semester of the 2022-2023 school year, hundreds of students of the school will receive tuition support according to Resolution 41 of the People's Council of Da Nang City at the rate of 300,000 VND/child/month (for 4 months of the semester).

However, the school has now received information that the support level has been reduced to 95,000 VND/child/month. Thus, the amount to be recovered is 205,000 VND/child/month.

“ We received the notice, but the District Department of Education and Training has not yet issued specific instructions. It is difficult for the school to recover the money because many children have dropped out of school, transferred to other schools or changed levels, ” said a representative of the kindergarten, estimating that the amount of money to be recovered is quite large and very difficult to handle.

Similarly, Ms. H. (Principal of HL Public Kindergarten, Hai Chau District) shared that when implementing tuition exemptions for private kindergartens, HL School was assigned the task of receiving money and distributing it to private establishments around the area according to the list.

Now, the school is required to recover 70/100 million VND that was previously supported. " Most private facilities responded that it is difficult to recover part of the supported amount. I hope to soon have specific instructions from superiors," Ms. H. suggested.

Regarding this issue, a representative of the Department of Education and Training of Hoa Vang district, Da Nang city said that the Department has received a notice about the recovery of the difference in support for private preschool children in the first semester of the 2022-2023 school year.

When proposing a recovery plan, preschools all complained that it was difficult to implement, because students had completed the school year, transferred to other levels, and transferred to other schools in other districts.

“ For preschool level, when parents change jobs or residence, their children will also change schools, so they cannot be contacted. As for children who have completed preschool level, it is also very difficult to recover money when they transfer levels, ” said a representative of the Department of Education and Training of Hoa Vang.

According to a representative of the Department of Education and Training of Da Nang City, in July 2022, the People's Council of Da Nang City passed Resolution 46, applying preschool tuition fees for the 2022-2023 school year at 300,000 VND/student/month in urban areas and 100,000 VND/student/month in rural areas, the lowest level according to Decree 81.

At the same time, Da Nang also passed Resolution 41, estimating more than VND 404 billion to support 100% of tuition fees according to the tuition fees of public schools for the 2022-2023 school year.

However, in December 2022, the Government proposed to keep the preschool tuition fee the same as the 2021-2022 school year. At this time, Da Nang had completed the funding support, so it had to recover the difference due to the application based on the new tuition fee level.

However, the representative of the Department of Education and Training of Da Nang still affirmed that the city did not collect wrongly, and the city provided support before the Government's request.
