On October 6, a delegation from the capital Vientiane, Laos led by Mr. Athsaphangthong Siphandonne, member of the Central Committee of the Lao People's Revolutionary Party, Deputy Secretary of the City Party Committee, Mayor of Vientiane visited and worked with Ninh Binh province.
The delegation paid a courtesy call and worked with leaders of Ninh Binh Provincial People's Committee to prepare important contents towards signing a cooperation program between the two sides.
At the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee Pham Quang Ngoc said that Ninh Binh is promoting industrial development, prioritizing the development of clean, environmentally friendly industry; developing organic agriculture to serve tourism.
Along with that, the province promotes service development, especially tourism services; focuses on developing civilized and modern urban and rural areas, focusing on building the ancient heritage capital city.
In recent years, Ninh Binh has had a high economic growth rate. In 2022, the province will balance its budget; domestic budget revenue in 2022 will rank 15th out of 63 provinces and cities nationwide, and per capita income will be in the top 15 nationwide.
The Chairman of the Ninh Binh Provincial People's Committee said that in recent years, cooperation activities between Ninh Binh and Lao localities have been constantly developing, especially between Ninh Binh and Oudomxay province. Ninh Binh has also constantly promoted the search for cooperation and exchange opportunities with a number of other Lao localities.

At the meeting, Mr. Athsaphangthong Siphandonne affirmed that the visit and work aimed to concretize the working contents between the two sides during the visit and work of the Secretary of the City Party Committee, Chairman of the People's Council of Vientiane Capital in Ninh Binh in August 2022.
Vientiane is implementing the Resolution of the 7th Party Congress with the goal of turning the capital of Laos into an economic spearhead, including developing agriculture and special economic zones; focusing on developing tourism, especially cultural and natural tourism.
Although focusing on solving immediate difficulties, Vientiane strives to achieve an average income per capita of 7,000 USD/person/year by 2025.
Mayor of Vientiane shared about the orientation of building the capital of Laos into a livable and sustainably developed capital with a series of efforts and solutions to build Vientiane into a smart city, applying technology in providing public administrative services.
According to the plan, in 2024, Vientiane will organize the Lao National Tourism Year with many unique tourism and cultural activities, expected to attract a large number of domestic and foreign tourists.
At the meeting, the two sides discussed, analyzed and exchanged experiences in leadership, management and orientation of socio-economic development; agreed to increase the exchange of high-level delegations between the two localities, sectors and fields; shared lessons learned to create conditions to attract investment and develop the tourism industry; and created opportunities for businesses of both sides to cooperate in the coming time.
Representatives of the Vientiane capital government and the Ninh Binh provincial People's Committee agreed to sign a Memorandum of Understanding on cooperation on rotating delegation exchanges to meet, share experiences and enhance understanding, tighten solidarity and cohesion; and enhance cooperation in the fields of tourism, culture - society, education and agriculture.
