According to the National Center for Hydro-Meteorological Forecasting, on the morning of August 13, through monitoring satellite images, thunderstorm and weather radar data, it was discovered that convective clouds were developing and causing rain in Hanoi's inner city areas such as Bac Tu Liem district, Son Tay town, Ba Vi district, Dan Phuong, Dong Anh, Hoai Duc, Me Linh, Thach That, and tending to move and expand to other districts in Hanoi's inner city.

From 5:30 a.m. to 8 a.m. on August 13, this cloud area will cause rain in the above districts, then spread to other districts in Hanoi's inner city; during thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind. The risk of natural disasters due to tornadoes and lightning is level 1.

Early morning of August 13, the Northern region and Thanh Hoa will have showers and thunderstorms, locally heavy rain; the Northwest region will have moderate rain, heavy rain and thunderstorms, locally very heavy rain.

Visibility is over 10km, decreasing to 4-10km in the rain; South to Southwest winds level 3-4. Wave height 0.5-1.5m.

The sea area from Quang Tri to Quang Ngai has scattered showers and thunderstorms; visibility is over 10km; South to Southwest wind level 3-4; waves are 1-2m high. The sea area from Binh Dinh to Ninh Thuan has no rain; visibility is over 10km; Southwest wind level 4-5; in the South, sometimes level 6, gusting to level 7, rough seas; waves are 2-3m high.
