On the afternoon of the 5th day of Tet (February 2), Prime Minister Pham Minh Chinh worked with the People's Committees of Cao Bang and Lang Son provinces on the implementation of the Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressway construction projects.
Complete land acquisition and clearance in the first quarter of 2025
Attending the working session with the Prime Minister were Deputy Prime Minister Tran Hong Ha, Minister of Transport Tran Hong Minh, Minister of Planning and Investment Nguyen Chi Dung and a number of leaders of ministries, branches and localities.
Reporting to the Prime Minister, Chairman of Cao Bang Province Hoang Xuan Anh said that up to now, the two provinces have completed 99.78% of site clearance, and will complete site clearance and resettlement for the people in the first quarter of this year. Construction work is being carried out synchronously, even during the Lunar New Year, there are still 9 construction teams, working through Tet, ensuring the regime for workers, and the leaders of the two provinces also visit and encourage the workers.

To prepare for investment, the province has prepared more than 1,000 billion VND, Cao Bang committed to mobilizing the entire political system to implement the project. On this occasion, the People's Committee of Cao Bang province proposed that the Central Government allocate more than 3.2 trillion VND to support the province to continue implementing the project. The province proposed to support the implementation of a number of connecting routes from the highway to Cao Bang city and Ta Lung international border gate.
Chairman of Lang Son Provincial People's Committee Ho Tien Thieu also said: In the first quarter of this year, the site clearance for Huu Nghi - Chi Lang Expressway and Dong Dang - Tra Linh Expressway will be completed. Currently, the expressway routes in the area have 39 construction sites, ensuring progress.

The Chairman of Lang Son Provincial People's Committee proposed that the bank has not yet disbursed capital for implementation, causing difficulties for the Huu Nghi - Chi Lang Expressway. Currently, the 17km from Huu Nghi to Dong Dang only has 2 lanes, it is proposed to increase it to 4 lanes to ensure traffic synchronization; remove difficulties in procedures for raising public investment capital for the Huu Nghi - Chi Lang Expressway project. At the same time, put National Highway 1B connecting Thai Nguyen - Lang Son into the expressway planning for investment in the period of 2026-2030, ensuring connectivity, helping the provinces in the region develop socio-economically.
Upgrading Dong Dang - Tra Linh and Huu Nghi - Chi Lang expressways to 4 lanes
Agreeing with the proposal to deploy phase 2 of the Dong Dang - Tra Linh expressway and the last 17km of the Huu Nghi - Chi Lang expressway to 4 lanes, Minister of Transport Tran Hong Minh suggested that the two provinces soon prepare documents to submit to competent authorities for approval to deploy under the PPP form to ensure connection with border gates.

Minister Tran Hong Minh also requested investors to coordinate with the provincial People's Committees to soon complete the construction of rest stops on the expressways, ensuring that when the routes are put into operation, the rest stops must be completed according to regulations. The Minister also agreed to include National Highway 1B in the expressway system because this is a vital route, and should be assigned to the Lang Son Provincial People's Committee to implement it to ensure synchronous connectivity.
Sharing the same view, Minister of Planning and Investment Nguyen Chi Dung said: The investment in phase 2, upgrading Dong Dang - Tra Linh expressway to 4 lanes is a correct and appropriate policy, helping to save investment time and implementation costs. However, it is necessary to implement it in accordance with the expressway standards recently issued by the Ministry of Transport.

Concluding the working session, Prime Minister Pham Minh Chinh agreed with the investment proposals for related routes of the provinces but required localities to ensure site clearance work according to the principles of proactiveness, self-reliance, self-reliance, and mobilizing local resources for implementation.
Accordingly, the Prime Minister assigned the People's Committees of Lang Son and Cao Bang provinces to be the investors of the routes connecting to the expressway according to expressway standards but must take care of the land clearance fees themselves. Priority will be given to completing the Dong Dang - Tra Linh expressway so that in 2025 the expressway from Cao Bang to Ca Mau Mau will be opened.
The Prime Minister also appreciated Deo Ca Group and the consortium for being proactive and creative in construction, working through Tet. However, the implementation needs to comply with relevant regulations; mobilize more local businesses to participate in the construction of the expressway, helping the province's businesses grow, creating more jobs and livelihoods for the people.
The Prime Minister also assigned the People's Committee of Lang Son province to implement the project of building National Highway 1B according to expressway standards; central ministries and branches to support localities to soon implement and complete the projects.
