On the afternoon of May 14, the Provincial Police Department held a conference to inform and disseminate draft laws drafted by the Ministry of Public Security for submission to the 7th session of the 15th National Assembly. Attending the conference were comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; comrades of the Provincial Party Standing Committee; leaders of the Provincial People's Committee and the Provincial National Assembly Delegation.

At the conference, delegates were informed about 6 draft laws chaired and coordinated by the Ministry of Public Security to be submitted to the 7th session of the 15th National Assembly, including: Law on Traffic Order and Safety; Law on amending and supplementing a number of articles of the Law on Security Guards; Law on Prevention and Combat of Human Trafficking (amended); Law on Fire Prevention, Fighting and Rescue; Law on Management and Use of Weapons, Explosives and Support Tools (amended); Law on National Defense Industry, Security and Industrial Mobilization. The promulgation of 6 draft laws has very important political and legal significance, creating a solid foundation to help the People's Public Security Forces take the initiative in advising the Party and the State on formulating policies and strategies on ensuring security and order, effectively implementing tasks and solutions to implement the strategy of protecting national security, ensuring social order and safety and building forces, contributing to promoting the socio-economic development of the country and localities in the new situation.

Delegates of the Provincial National Assembly Delegation spoke at the conference. Colonel Tran Van Phuc, Member of the Provincial Party Standing Committee, Director of the Provincial Police Department spoke at the conference. Provincial National Assembly delegates spoke and contributed opinions at the conference. Delegates representing specialized departments and branches contributed opinions at the conference.

Delegates contributed their opinions on specific contents of each draft law project to overcome limitations and inadequacies of current regulations, improve the legal basis, ensure consistency and unity in the legal system when promulgated. Thereby, helping the promulgated laws to be highly feasible, suitable for practical situations, effectively meeting the requirements of State management in ensuring security and order in accordance with the current practical situation.

Speaking at the conference, Comrade Ngo Dong Hai, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation emphasized: Through the conference, the Provincial National Assembly Delegation has more bases, information, data, documents of professional and specialized nature, consolidating viewpoints, methods, and ways to participate in giving opinions, discussing and expressing opinions at the National Assembly forum in the upcoming session. The amendment, supplementation and development of draft laws are very necessary to meet the requirements and tasks in the new situation. He highly appreciated the responsibility of the public security sector in the process of developing draft laws, especially focusing on propaganda, dissemination and soliciting opinions, contributing to raising awareness and responsibility of all levels, sectors, localities and people in law making.

Of the 6 draft laws above, 4 will be passed at the next session of the National Assembly and 2 will be passed at the next session. Therefore, departments, branches, units and localities in the province should uphold their responsibility in researching to continue contributing opinions to the above draft laws. During the process of giving opinions, practical factors must be considered and weighed on the basis of theories to ensure that the contents are absorbed, accurately reflect reality, and meet immediate and long-term requirements. After giving opinions on specific contents for each draft law, he requested the Provincial Public Security to fully absorb the opinions of delegates and departments, branches and localities, thereby helping the Ministry of Public Security continue to improve the draft laws to be submitted to the National Assembly at the next session.
