* On the morning of October 23, the 6th session of the 15th National Assembly was solemnly inaugurated at the National Assembly building in Hanoi .

The delegation of National Assembly deputies from Nghe An province, consisting of 12 delegates led by Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council - attended the meeting.

Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly delegates laid wreaths and paid respects at the Mausoleum of President Ho Chi Minh .

After holding a preparatory meeting to discuss and vote on the agenda for the session, at exactly 9:00 AM this morning, the National Assembly held its opening session of the 6th Session of the 15th National Assembly in the Dien Hong Hall, National Assembly Building.

The 6th session of the 15th National Assembly took place from October 23rd to November 28th, 2023, with a total working time of 22 days, conducted in two phases: Phase 1: from October 23rd to November 10th, 2023; Phase 2: from November 20th to November 28th, 2023. The 6th session was held in a centralized format at the National Assembly building in Hanoi.

It is expected that at this session, the National Assembly will consider and approve nine draft laws, including: the Land Law (amended); the Real Estate Business Law (amended); the Housing Law (amended); the Water Resources Law (amended); the Telecommunications Law (amended); the Law on Management and Protection of National Defense Works and Military Zones; the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the Identity Card Law; and the Law on Credit Institutions (amended).

The National Assembly will also consider and approve a draft resolution: a resolution on piloting certain mechanisms and policies to remove obstacles stipulated in some laws related to investment in the construction of road transport infrastructure.

* At the meeting, Prime Minister Pham Minh Chinh reported on the results of the implementation of the socio-economic development plan for 2023 and the projected socio-economic development plan for the coming period. The Prime Minister stated that, despite the difficulties caused by the COVID-19 pandemic, the Government has boosted revenue, reduced expenditures, and allocated approximately 560 trillion VND to the salary fund, ensuring sufficient resources for salary reform according to Resolution No. 27-NQ/TW from July 1, 2024, over the three years from 2024 to 2026.

Prime Minister Pham Minh Chinh stated that in 2025, the Government will implement salary policy reforms for the public sector in accordance with Resolution No. 27-NQ/TW of the Central Committee, effective from July 1, 2024.

At the same time, the Government also continues to adjust the regional minimum wage and wage policies for the business sector as prescribed.

* Regarding the activities of elected bodies, on the morning of October 23, the Standing Committee of the Nghe An Provincial People's Council worked with the Provincial People's Committee as part of a monitoring program on the implementation of several resolutions of the Provincial People's Council on mechanisms and policies for socio-economic development investment in the province from the beginning of the 2021-2026 term to the present.

Based on direct monitoring in three districts (Anh Son, Nam Dan, and Quynh Luu) and working with several provincial departments and agencies, the Provincial People's Council Standing Committee's monitoring team noted that the Provincial People's Committee had proactively directed and assigned responsibilities to provincial departments and agencies to guide, inspect, supervise, and resolve difficulties and obstacles at the grassroots level in implementing policies. The Provincial People's Committee, district-level and commune-level People's Committees have paid attention to allocating resources to implement 11 resolutions with a total of nearly 1,800 billion VND; of which the provincial budget contributed more than 770 billion VND.

* In 2024, the Nghe An Department of Finance proposed establishing an upward adjustment coefficient for land prices compared to 2023 for non-agricultural land, with the highest coefficient in Vinh City, proposed at 1.3.

In order to gradually approach market prices by multiplying the land price in the Land Price Table by the land price adjustment coefficient (equal to the land price in the Land Price Table multiplied by the land price adjustment coefficient), while simultaneously avoiding sudden price increases that could negatively impact the socio-economic development of the locality, the Department of Finance proposes a plan based on the socio-economic development conditions of each area.

* On the morning of October 23rd, the People's Committee of Nghe An province organized a workshop titled "Digital Transformation and Enhancement of Information Technology Application in the Development of Tourism in Nghe An".

At the workshop, delegates, experts, and business leaders shared numerous opinions and experiences, as well as solutions to help change perceptions and promote the digital transformation of tourism in Nghe An province in the coming time. Notably, the discussions focused on the implementation of national digital platforms for the tourism industry; smart tourism; digital transformation solutions; and promoting the application of information technology in tourism promotion and marketing activities.

* Established in 2013, the Con Cuong Ethnic Boarding Junior High School has yet to be built. Therefore, for the past 10 years, the teachers and students have had to stay in various other locations.

Mr. Lo Van Thiep, the principal of Con Cuong Ethnic Boarding Junior High School, said that currently the school has 380 students, all crammed into 10 dormitory rooms. Due to a shortage of rooms, the school has not dared to recruit enough students to meet its enrollment target for many years. Therefore, the teachers and students here wish to have a proper school building.
