(NLĐO) - Da Nang City will adjust the function of Chi Lang Stadium to commercial and service land.
On December 3rd, at a meeting with constituents held by the Da Nang City National Assembly Delegation, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, provided information regarding the Chi Lang Stadium in connection with the Pham Cong Danh case and the Thien Thanh Group.
The government submitted a proposal to the National Assembly to resolve the issues at Chi Lang Stadium. However, after review, the National Assembly delegated the decision to the government and Da Nang City.
The Chi Lang Stadium site will be reclassified as commercial and service land and put up for auction.
According to Party Secretary Nguyen Van Quang, the city is responsible for readjusting the Chi Lang stadium's function, changing it from a sports facility to a commercial and service land. This is to ensure that the land is suitable for use as collateral for bank loans.
The Politburo and the Government have authorized Da Nang to auction off the entire Chi Lang Stadium, without dividing it into smaller sections based on previously issued certificates.
"The parties involved in this are the banks that will later divide the proceeds according to the value of the collateral during the auction. This is a way for the city to thoroughly resolve the issue of Chi Lang Stadium," said Mr. Nguyen Van Quang.
Chi Lang Stadium, covering an area of over 55,000 square meters, is located in the heart of Da Nang, surrounded by four streets: Le Duan, Chi Lang, Ngo Gia Tu, and Hung Vuong. In 2010, Da Nang City sold Chi Lang Stadium to Thien Thanh Group, owned by Mr. Pham Cong Danh, with the aim of constructing a high-rise commercial and service complex.
In 2011, at the request of the investor, the Da Nang City People's Committee issued a decision approving the boundary plan for changing the land use purpose. The city issued 10 land use certificates for this project.
Mr. Pham Cong Danh and Thien Thanh Group used the 10 certificates as collateral to borrow money from banks. Currently, Chi Lang Stadium is one of the assets seized to ensure the enforcement of the judgment.
At a press conference last April, Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang City, stated that the city still maintains its stance of wanting to reclaim Chi Lang Stadium as requested in the 2018 proposal to the Prime Minister, and also requests a refund of the 1,251 billion VND that Thien Thanh had paid into the budget.
In 2019, under the direction of the Prime Minister, the General Department of Enforcement of Judgments acted as the focal agency to organize a working session on Da Nang's proposal.
During the meeting, the bank determined that Thien Thanh Group and Mr. Pham Cong Danh owed 8,408 billion VND. This included over 4,000 billion VND for land and 4,408 billion VND in accrued interest. Therefore, the meeting failed to reach a consensus due to conflicts of economic interest.
