(NLDO) - Da Nang City will adjust the function of Chi Lang Stadium into commercial service land.


On December 3, at the meeting with voters of the National Assembly Delegation of Da Nang City, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, informed about Chi Lang Stadium related to the case of Pham Cong Danh and Thien Thanh Group.

The Government has submitted to the National Assembly a proposal to resolve the problems at Chi Lang Stadium. However, after examination, the National Assembly assigned the Government and Da Nang City to decide.

Chi Lang Stadium will be adjusted to commercial service land and auctioned.

According to Secretary Nguyen Van Quang, the city is responsible for adjusting Chi Lang Stadium, not keeping its function for sports activities but converting it to commercial service land. This is to ensure that it is consistent with the land assets when mortgaged to the bank.

The Politburo and the Government allow Da Nang to auction the entire Chi Lang stadium, without dividing it into smaller areas according to the issued certificates.

"The subjects involved in this are the banks that will later divide the ratios according to the value of the collateral assets when auctioning. This is a direction for the city to thoroughly resolve the issue of Chi Lang Stadium," said Mr. Nguyen Van Quang.

Chi Lang Stadium has an area of ​​over 55,000m2, located in the center of Da Nang, surrounded by 4 routes Le Duan - Chi Lang - Ngo Gia Tu - Hung Vuong. In 2010, Da Nang City sold Chi Lang Stadium to Thien Thanh Group of Mr. Pham Cong Danh with the purpose of building a high-rise commercial and service complex.

In 2011, at the request of the investor, the People's Committee of Da Nang City issued a decision approving the boundary plan to change the land use purpose. The city has issued 10 land use certificates for this project.

Mr. Pham Cong Danh and Thien Thanh Group used the above 10 certificates as collateral to borrow money from the bank. Currently, Chi Lang Stadium is one of the assets seized to ensure execution of the judgment.

At a press conference last April, Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang City, said that at present, the city still maintains its stance of wanting to take back Chi Lang Stadium as proposed in 2018 to the Prime Minister and at the same time requesting a refund of the amount that Thien Thanh had paid to the budget of 1,251 billion VND.

In 2019, under the direction of the Prime Minister, the General Department of Judgment Enforcement acted as the focal agency to organize a working session on Da Nang's petition.

At the meeting, the bank determined that the amount that Thien Thanh Group and Mr. Pham Cong Danh had to pay was 8,408 billion VND. Of which, the land price was more than 4,000 billion VND and 4,408 billion VND was interest. Therefore, the meeting did not reach a common agreement due to conflicts in economic interests.
