Comrade Nguyen Trong Hai, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the meeting.
Attending the meeting were representatives of the Railway Project Management Board; leaders of departments, branches and localities where the project passes through; representatives of press agencies in the province and central news agencies and press agencies stationed in Lao Cai .

At the press conference, the representative of the Railway Project Management Board provided an overview of the project route. Accordingly, the Lao Cai - Hanoi - Hai Phong railway construction investment project was approved by the National Assembly in Resolution 187/2025/QH15 dated February 19, 2025. Of which, the total length of the main line is 390.9 km (the Lao Cai Station - Lach Huyen Port Station section is 385.8 km long, the Lao Cai Station - rail junction section is 5.1 km long); 3 branch lines are about 27.9 km long; the route area passing through Lao Cai province is about 65 km (Lao Cai city, Bao Thang district, Bao Yen district and Van Ban district). The total investment is 203,231 billion VND, of which compensation and resettlement support costs are 35,751 billion VND.

The route is expected to have 18 stations (3 train stations, 15 mixed stations) and 13 technical stations, of which Lao Cai province has 2 stations and 2 technical stations.
According to the Department of Construction, based on the results of field measurements of localities, the Provincial People's Committee has agreed on a list of projects to build resettlement areas for the construction of the Lao Cai - Hanoi - Hai Phong railway, and at the same time assigned localities to carry out investment preparation work including 16 projects with a total estimated investment of more than 290 billion VND.

According to preliminary statistics, the total number of households that need to be resettled to serve the project implementation is about 950, expected to be arranged in 19 areas, of which 12 urban areas and residential areas have been built, qualified for resettlement or have approved detailed planning; it is proposed to build 7 new planning points, at the same time combining on-site resettlement arrangements for small households (clusters).
Lao Cai Provincial People's Committee has established a Working Group to implement the investment project to build the Lao Cai - Hanoi - Hai Phong railway (section passing through Lao Cai province). The Head of the Working Group is the Chairman of the Provincial People's Committee, the Deputy Head of the Working Group is the Vice Chairman of the Provincial People's Committee.
To ensure the progress of construction commencement in December 2025 as directed by the Prime Minister in Notice No. 157/TB-VPCP dated April 5, 2025, Lao Cai Provincial People's Committee has issued documents directing agencies and units to immediately deploy contents and work to prepare for site clearance of the project such as: Surveying and adjusting cadastral maps; developing compensation and resettlement support plans; planning locations for resettlement areas; relocation plan for Dong Pho Moi Industrial Park... At the same time, directing departments, branches, localities, and investors across the province to review all ongoing projects within the affected area to have solutions to temporarily suspend and adjust appropriately to avoid loss, waste of resources and delay the progress of the railway project.

At the press conference, representatives of news agencies and newspapers raised many questions related to resettlement arrangements, livelihood support for people who lost their production land, construction of railway access roads; support for businesses facing difficulties due to production interruptions during the process of moving to resettlement areas; management, supervision, and prevention of profiteering in site clearance work...

Speaking at the press conference, Mr. Nguyen Trong Hai, Vice Chairman of the Provincial People's Committee, emphasized that the Lao Cai - Hanoi - Hai Phong high-speed railway project is of strategic significance in forming a railway transport network in the North, running along the East - West economic corridor, connecting the Northwest region with the delta region and Hai Phong seaport - one of the largest maritime centers in Vietnam. At the same time, connecting railway transport with China, directly to the Southwest region of China, an area with over 500 million people and is developing very strongly.
From here, it will continue to connect with railways of Asian and European countries; creating space and opening up great opportunities for Lao Cai as well as localities with railways passing through to accelerate the process of urban development, trade, tourism, services, save logistics costs, reduce road traffic, protect the environment, contribute to growth, green and sustainable development, effectively serve the cause of socio-economic development, ensure national defense and security in the new era.
Learning from previous large projects, Lao Cai province has directed departments and branches to research and calculate resettlement plans, and widely collect opinions to create consensus among the people.
In the spirit of “running while queuing”, Lao Cai province has urgently implemented the project and achieved encouraging results. In the coming time, Lao Cai province will direct and coordinate with the Railway Project Management Board to strive to complete the progress according to the Central roadmap. Regarding difficulties and obstacles, Lao Cai province will continue to propose to ministries, branches, and the Railway Project Management Board to remove them...
