At the meeting on October 24, 2024, the Standing Committee of the 15th National Assembly of the Socialist Republic of Vietnam passed a Resolution on the arrangement of district and commune-level administrative units of Thanh Hoa province for the 2023-2025 period.

Article 1. Arrangement of district-level administrative units in Thanh Hoa province
1. Merge the entire natural area of 82.87 km2 and the population of 101,272 people of Dong Son district into Thanh Hoa city. After merging, Thanh Hoa city has a natural area of 228.22 km2 and a population of 615,106 people.
Thanh Hoa city borders Sam Son city and Hoang Hoa, Nong Cong, Quang Xuong, Thieu Hoa, Trieu Son districts.
2. Arrange the commune-level administrative units of Thanh Hoa city as follows:
a) Establish Rung Thong ward on the basis of the entire natural area of 5.96 km2 and population of 11,918 people of Rung Thong town.
Rung Thong Ward borders Dong Linh, Dong Tan, Dong Thinh wards and Dong Khe, Dong Tien, Dong Thanh communes;
b) Establish Dong Thinh ward on the basis of the entire natural area of 4.38 km2 and population of 7,630 people of Dong Thinh commune.
Dong Thinh Ward borders Dong Tan Ward, Rung Thong Ward and Dong Khe, Dong Minh, Dong Van, Dong Yen communes.
c) Establish Hoang Quang ward on the basis of the entire natural area of 6.30 km2 and population of 8,954 people of Hoang Quang commune.
Hoang Quang Ward borders Dong Hai, Hoang Dai, Long Anh, Nam Ngan, Quang Hung wards and Hoang Hoa district;
d) Establish Hoang Dai ward on the basis of the entire natural area of 4.67 km2 and population of 7,491 people of Hoang Dai commune.
Hoang Dai ward borders Hoang Quang ward, Quang Hung ward and Hoang Hoa district;
d) Merge the entire natural area of 0.87 km2 and population of 16,152 people of Tan Son ward into Phu Son ward. After merging, Phu Son ward has a natural area of 2.70 km2 and a population of 33,359 people.
Phu Son Ward borders An Hung, Ba Dinh, Dien Bien, Dong Linh, Dong Tan, Dong Tho, Dong Ve, Lam Son and Ngoc Trao wards.
3. After the arrangement, Thanh Hoa city has 47 commune-level administrative units, including 33 wards: An Hung, Ba Dinh, Dien Bien, Dong Cuong, Dong Hai, Dong Huong, Dong Linh, Dong Son, Dong Tan, Dong Thinh, Dong Tho, Dong Ve, Ham Rong, Hoang Dai, Hoang Quang, Lam Son, Long Anh, Nam Ngan, Ngoc Trao, Phu Son, Quang Cat, Quang Dong, Quang Hung, Quang Phu, Quang Tam, Quang Thanh, Quang Thang, Quang Thinh, Tao Xuyen, Thieu Duong, Thieu Khanh, Truong Thi, Rung Thong and 14 communes: Dong Hoa, Dong Hoang, Dong Khe, Dong Minh, Dong Nam, Dong Ninh, Dong Phu, Dong Quang, Dong Thanh, Dong Tien, Dong Van, Dong Yen, Dong Vinh and Thieu Van.
Article 2. Arrangement of commune-level administrative units in Thanh Hoa province
1. Arrange the commune-level administrative units of Sam Son city as follows:
a) Establish Dai Hung commune on the basis of merging the entire natural area of 2.11 km2 , population of 7,054 people of Quang Dai commune and the entire natural area of 3.94 km2 , population of 7,241 people of Quang Hung commune. After establishment, Dai Hung commune has a natural area of 6.05 km2 and a population of 14,295 people.
Dai Hung commune borders Quang Minh commune, Quang Vinh ward; Quang Xuong district and the East Sea;
b) After the arrangement, Sam Son city has 10 commune-level administrative units, including 08 wards and 02 communes.
2. Arrange the commune-level administrative units of Nghi Son town as follows:
a) Adjust a part of the natural area of 1.73 km2 of Tinh Hai ward and a part of the natural area of 3.23 km2 of Hai Yen commune to merge into Mai Lam ward. After adjustment, Mai Lam ward has a natural area of 22.76 km2 and a population of 10,020 people.
Mai Lam Ward borders Hai Thuong, Tinh Hai, Truc Lam wards and Tan Truong, Truong Lam, Tung Lam and Bien Dong communes;
b) Adjust a part of the natural area of 0.45 km2 and the population of 795 people of Hai Yen commune to merge into Tinh Hai ward. After adjustment, Tinh Hai ward has a natural area of 5.44 km2 and a population of 8,784 people.
Tinh Hai Ward borders Hai Binh, Mai Lam, Truc Lam and Bien Dong wards;
c) Merge the entire natural area of 3.12 km2 after adjustment according to the provisions in Point a and Point b of this Clause, the population size of 55 people of Hai Yen commune into Hai Thuong ward. After merging, Hai Thuong ward has a natural area of 27.32 km2 and a population size of 11,681 people.
Hai Thuong Ward borders Mai Lam Ward, Hai Ha, Nghi Son, Truong Lam communes; Nghe An province and the East Sea;
d) Merge the entire population of 4,471 people of Hai Yen commune after adjustment according to the provisions at Point b and Point c of this Clause into Nguyen Binh ward. After merging, Nguyen Binh ward has a natural area of 33.25 km2 and a population of 16,310 people.
Nguyen Binh Ward borders Binh Minh, Hai Hoa, Truc Lam, Xuan Lam wards and Dinh Hai, Hai Nhan, Phu Lam, Phu Son communes;
d) After the arrangement, Nghi Son town has 30 commune-level administrative units, including 16 wards and 14 communes.
3. Arrange the commune-level administrative units of Hau Loc district as follows:
a) Merge the entire natural area of 4.45 km2 and population of 4,081 people of Phong Loc commune into Tuy Loc commune. After merging, Tuy Loc commune has a natural area of 10.37 km2 and a population of 9,255 people.
Tuy Loc commune borders Cau Loc, Hoa Loc, Lien Loc, Quang Loc communes, Hau Loc town and Ha Trung district;
b) After the arrangement, Hau Loc district has 22 commune-level administrative units, including 21 communes and 01 town.
4. Arrange the commune-level administrative units of Nga Son district as follows:
a) Establish Nga Hiep commune on the basis of merging the entire natural area of 2.92 km2 , population of 8,693 people of Nga Bach commune and the entire natural area of 3.33 km2 , population of 4,932 people of Nga Trung commune. After establishment, Nga Hiep commune has a natural area of 6.25 km2 and a population of 13,625 people.
Nga Hiep commune borders Nga Phuong, Nga Thach, Nga Thuy communes, Nga Son town and Hau Loc district;
b) After the arrangement, Nga Son district has 23 commune-level administrative units, including 22 communes and 01 town.
5. Arrange the commune-level administrative units of Hoang Hoa district as follows:
a) Merge the entire natural area of 3.90 km2 and population of 5,512 people of Hoang Phuong commune into Hoang Giang commune. After merging, Hoang Giang commune has a natural area of 7.54 km2 and a population of 10,587 people.
Hoang Giang commune borders Hoang Hop, Hoang Phu, Hoang Xuan communes; Thieu Hoa district and Thanh Hoa city;
b) After the arrangement, Hoang Hoa district has 36 commune-level administrative units, including 35 communes and 01 town.
6. Arrange the commune-level administrative units of Ha Trung district as follows:
a) Establish Thai Lai commune on the basis of merging the entire natural area of 6.00 km2 , population of 4,328 people of Ha Thai commune and the entire natural area of 6.88 km2 , population of 4,884 people of Ha Lai commune. After establishment, Thai Lai commune has a natural area of 12.88 km2 and a population of 9,212 people.
Thai Lai commune borders Ha Binh, Ha Chau, Ha Hai, Hoat Giang, Linh Toai, Yen Son communes and Ha Trung town;
b) Establish Ha Long town on the basis of the entire natural area of 48.41 km2 and population of 10,969 people of Ha Long commune.
Ha Long town borders Ha Bac commune, Ha Giang commune; Thach Thanh district, Bim Son town and Ninh Binh province;
c) Establish Ha Linh town on the basis of the entire natural area of 24.09 km2 and population of 10,031 people of Ha Linh commune.
Ha Linh town borders the communes of Ha Dong, Ha Son, Ha Tan, Ha Tien and Vinh Loc district;
d) After the arrangement, Ha Trung district has 19 commune-level administrative units, including 16 communes and 03 towns.
7. Arrange the commune-level administrative units of Thach Thanh district as follows:
a) Merge the entire natural area of 9.37 km2 and population of 5,712 people of Thach Dong commune into Thach Long commune. After merging, Thach Long commune has a natural area of 19.82 km2 and a population of 11,479 people.
Thach Long commune borders Thach Binh, Thach Dinh, Thanh Hung communes; Cam Thuy district and Vinh Loc district;
b) After the arrangement, Thach Thanh district has 24 commune-level administrative units, including 22 communes and 02 towns.
8. Arrange the commune-level administrative units of Trieu Son district as follows:
a) Merge the entire natural area of 4.76 km2 and population of 5,425 people of Xuan Thinh commune into Xuan Loc commune. After merging, Xuan Loc commune has a natural area of 8.04 km2 and a population of 9,731 people.
Xuan Loc commune borders Tho Dan, Tho Ngoc, Tho Phu, Tho The communes and Tho Xuan district;
b) Merge the entire natural area of 3.51 km2 and population of 5,241 people of Tho Vuc commune into Tho Phu commune. After merging, Tho Phu commune has a natural area of 8.30 km2 and population of 10,083 people.
Tho Phu commune borders Dan Luc, Tho The, Xuan Loc communes; Thieu Hoa district and Tho Xuan district;
c) After the arrangement, Trieu Son district has 32 commune-level administrative units, including 30 communes and 02 towns.
9. Arrange the commune-level administrative units of Yen Dinh district as follows:
a) Merge the entire natural area of 6.02 km2 and population of 5,666 people of Yen Lac commune into Yen Ninh commune. After merging, Yen Ninh commune has a natural area of 11.98 km2 and a population of 10,630 people.
Yen Ninh commune borders Dinh Lien, Dinh Tang, Yen Hung, Yen Phong, Yen Thai, Yen Thinh communes; Thieu Hoa district and Tho Xuan district;
b) After the arrangement, Yen Dinh district has 25 commune-level administrative units, including 21 communes and 04 towns.
Article 3. Dissolution of the People's Court and People's Procuracy of Dong Son district, Thanh Hoa province
1. Dissolution of Dong Son District People's Court, Thanh Hoa Province.
2. Dissolution of Dong Son District People's Procuracy, Thanh Hoa Province.
3. The People's Court and People's Procuracy of Thanh Hoa city, Thanh Hoa province are responsible for inheriting the tasks and powers of the People's Court and People's Procuracy of Dong Son district, Thanh Hoa province according to the provisions of law.
Article 4. Entry into force
1. This Resolution comes into force from January 1, 2025.
2. From the effective date of this Resolution, Thanh Hoa province has 26 district-level administrative units, including 22 districts, 02 towns and 02 cities; 547 commune-level administrative units, including 452 communes, 63 wards and 32 towns.
Article 5. Implementation
1. The Government, the People's Council, the People's Committee of Thanh Hoa province and relevant agencies and organizations are responsible for organizing the implementation of this Resolution; arranging and perfecting the apparatus of local agencies and organizations; stabilizing the lives of local people, ensuring the requirements of socio-economic development, national defense and security in the area.
2. The Government directs relevant ministries and Thanh Hoa provincial authorities to continue reviewing and specifically counting the number of administrative units subject to rearrangement that have not been rearranged in the 2023-2025 period, developing plans and roadmaps to complete necessary standards and conditions to ensure the rearrangement in the following years in accordance with regulations.
3. The Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy, within the scope of their duties and powers, are responsible for guiding the implementation of the contents of the Resolution under their management responsibilities; arranging and assigning civil servants and employees, handling headquarters and public assets at the People's Court and the People's Procuracy that are dissolved; arranging the organizational structure, deciding on the staffing, number of judges, prosecutors, other civil servants, employees of the People's Court and the People's Procuracy of Thanh Hoa city and other contents under their authority as prescribed by law.
4. The Nationalities Council, the Committees of the National Assembly and the National Assembly Delegation of Thanh Hoa province, within the scope of their tasks and powers, shall supervise the implementation of this Resolution.
