Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung presented the draft Resolution on questioning activities at the 8th Session of the 15th National Assembly.

Presenting the draft Resolution, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung stated that the National Assembly unanimously assessed that after two days of serious and responsible work, with the spirit of innovation and accompanying the Government, the question and answer session at the 8th Session was a great success, attracting the attention of voters and people nationwide.

The National Assembly acknowledged the efforts of the Government, the Prime Minister, ministries and ministerial-level agencies in performing their functions and tasks in various fields, achieving many positive results, contributing significantly to the socio-economic development of the country. Through the questioning session, the National Assembly recognized that there are still some shortcomings, limitations and inadequacies that need to be overcome in the state management of the banking, healthcare, information and communications sectors. The National Assembly basically agreed with the solutions and commitments reported by the Minister of Health, the Minister of Information and Communications, the Governor of the State Bank of Vietnam and other members of the Government at the questioning session.

The National Assembly requests the Government, Prime Minister, ministries, ministerial-level agencies and relevant agencies to focus on implementing the contents.

Regarding the banking sector, the National Assembly requested to closely follow market developments and the domestic and foreign economic situation to proactively, flexibly, promptly and effectively manage monetary policies, contributing to stabilizing the monetary and foreign exchange markets, in line with the macro balance and inflation, meeting capital needs for the economy; promptly promulgate and implement policies to restructure debt repayment terms and maintain debt groups to support customers facing difficulties due to the impact and damage caused by storm No. 3 (Yagi), flooding, landslides after storm No. 3.

The National Assembly proposed implementing management solutions to stabilize the gold market; enhancing the State's role in managing and regulating the gold market in accordance with regulations; not allowing gold price fluctuations to affect macroeconomic stability; researching policies to limit gold speculation and hoarding, and transferring investment resources to production and business. Promoting the application of information technology in the management of gold trading enterprises; strengthening measures to prevent and combat gold smuggling; strictly handling violations.

Regarding the health sector, the National Assembly requested to continue effectively implementing the Law on Medical Examination and Treatment; Resolution No. 99/2023/QH15 dated June 24, 2023 of the National Assembly on thematic supervision of the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on grassroots health care and preventive medicine. Well implement the planning of the health facility network for the period 2021 - 2030, with a vision to 2050, ensuring consistency and synchronization with other national sectoral planning, regional planning, and provincial planning of the same period.

In addition, complete the process of assessing and granting practice licenses and granting medical examination and treatment licenses in a transparent, streamlined, and time-saving manner; focus on implementing the Law on amending and supplementing a number of articles of the Law on Pharmacy, the Law on amending and supplementing a number of articles of the Law on Health Insurance, the National Strategy for the Development of Vietnam's Pharmaceutical Industry for the period up to 2030 and vision to 2045. Correct and strictly handle the advertising of functional foods that do not match the confirmed content or content that has not been confirmed by a competent authority. Strengthen management, inspection, examination, and post-inspection in the production and trading of pharmaceuticals, cosmetics, and functional foods, especially business activities on e-commerce sites, e-commerce trading floors, and social networks, and strictly handle and publicize violations according to regulations.

The National Assembly unanimously agreed to ban the production, trading, import, storage, transportation, and use of electronic cigarettes, heated tobacco products, gases, and addictive substances that are harmful to human health from 2025, ensuring public health, social order and safety; assigning the Government to organize specific implementation. Strengthen propaganda work, raise awareness among people, especially young people and teenagers, about the harmful effects of alcohol, beer, cigarettes, electronic cigarettes, heated tobacco products, gases, and addictive substances that are harmful to human health.

Regarding the field of information and communication, the National Assembly requires reviewing, amending and supplementing regulations on information and communication to ensure consistency, synchronization, effectiveness, efficiency and development. Studying and amending the Press Law to ensure quality. Soon promulgating the Plan for developing the network of press, radio, television, electronic information and publishing establishments for the period 2021 - 2030, with a vision to 2050. In 2025, forming and connecting the digital transformation network of the press. Continuing to implement Resolution No. 75/2022/QH15 dated November 15, 2022 on fundamentally resolving and rectifying the situation of "newspaperization" of magazines and general electronic information sites.

At the same time, effectively implement the Law on Telecommunications, the Strategy for developing Vietnam's international optical cable system to 2030, with a vision to 2035, and the Digital Infrastructure Strategy to 2025 and orientation to 2030. There is a policy to support smartphones for poor and near-poor households in ethnic minority areas and extremely disadvantaged areas that do not have phones to access and use telecommunications services...
