Passing 6 Resolutions at the 20th Session (special session) of the 16th City People's Council, term 2021 - 2026

(Haiphong.gov.vn) - After half a day of urgent work, with a high sense of responsibility, the 20th Session (Special Session) of the 16th City People's Council, term 2021 - 2026, completed the proposed program contents and was a great success.

At the meeting, the City People's Council reviewed the Reports of the City People's Committee, the Inspection Reports of the City People's Council Committees, and the draft Resolutions submitted by the Session Secretary. The City People's Council delegates upheld their sense of responsibility, carefully studied the issues, voted, and unanimously passed 6 Resolutions including:

1. Adjusting the investment policy of the Investment Project to build the Square in front of the Political - Administrative Center in the New Urban Area North of Cam River - Phase I.

2. Stipulate criteria for deciding to conduct bidding to select investors to implement investment projects using land in the city.

3. Adjust the List of projects and works requiring land recovery and the List of projects and works converting the purpose of using rice-growing land, protective forest land, special-use forest land, and production forest land in the city in 2024.

4. Give opinions on the regulation of percentage (%) to calculate annual land rental price; land rental price for underground construction, land rental price with water surface in Hai Phong city.

5. Regulate the authority to decide on the purchase of goods, services and investment, and purchase of information technology application activities using regular expenditure funds.

6. Adjust and supplement (4th time) the City's Public Investment Plan for 2024.

Chairman of the City People's Council Pham Van Lap and Vice Chairman of the City People's Council Bui Duc Quang presented flowers to the comrades.

The meeting also carried out the content of personnel work under the authority of the City People's Council. Accordingly, the City People's Council dismissed the position of Head of the Urban Committee of the City People's Council term XVI (term 2021 - 2026) for comrade Phung Van Thanh, member of the City Party Committee, Secretary of Duong Kinh District Party Committee; dismissed the position of member of the City People's Committee term XVI (term 2021 - 2026) for comrade Nguyen Thi Thu, member of the City Party Committee, Secretary of Hai An District Party Committee and comrade Tran Van Phuong, Secretary of Cat Hai District Party Committee.

At the same time, the election of additional members of the City People's Committee for the 16th term (2021 - 2026) was held. Accordingly, comrade Pham Ngoc Duong, member of the City Party Committee, Director of the Department of Home Affairs and comrade Duong Dinh On, Director of the Department of Natural Resources and Environment were elected as members of the City People's Committee for the 16th term (2021 - 2026).

Chairman of the City People's Council Pham Van Lap delivered a closing speech at the meeting.

In order for the Resolutions to be effectively implemented, in his closing speech at the Session, Chairman of the City People's Council Pham Van Lap requested that immediately after this Session, the City People's Committee urgently direct the development and implementation of the Implementation Plan in accordance with the urgency and put the Resolutions just passed by the City People's Council into practice immediately, ensuring efficiency, savings, and compliance with regulations. Timely allocate capital for projects to ensure acceleration of implementation progress as well as disbursement of public investment capital in the city in 2024. Continue to direct specialized agencies to actively and urgently review and advise the City People's Council and People's Committee to fully and properly promulgate documents implementing the 2024 Land Law under the direction of the Government. Urgently implement Resolution No. 1232 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong city in the period of 2023 - 2025, review the Resolutions of the City People's Council that need to be adjusted. At the same time, develop and submit to the City People's Council for promulgation new Resolutions right at the regular session at the end of 2024, ensuring effective and timely implementation of Resolution No. 1232 of the National Assembly Standing Committee.

The Chairman of the City People's Council requested the Standing Committee of the City People's Council, the Committees, the Delegation Groups and the City People's Council delegates to closely monitor the implementation process to ensure serious, complete and effective implementation of the Resolutions issued by the City People's Council./.
