Passing 34 Resolutions at the 18th Session of the City People's Council, term XVI, term 2021 - 2026
(Haiphong.gov.vn) - After 3 days of active and urgent work, with a high sense of responsibility; The 18th session (regular session in mid-2024) of the People's Council of Hai Phong city, term XVI, 2021 - 2026, completed the proposed program and was a great success.
The City People's Council delegates promoted democracy and responsibility, carefully studied the documents and contributed many profound, enthusiastic and intellectual opinions, giving objective and comprehensive assessments of the contents, contributing to the success of the session.
City People's Council delegates unanimously voted to pass 34 Resolutions, including:
1. On the implementation of the socio-economic development, national defense and security plan for the first 6 months of the year; supplementing tasks and solutions for the last 6 months of 2024.
2. Regarding the 2025 supervision program of the 16th City People's Council, term 2021 - 2026.
3. Establish a specialized monitoring delegation of the City People's Council on the implementation of legal regulations in the issuance of certificates of land use rights, house ownership rights and other assets attached to land in Hai Phong city.
4. Questioning at the 18th Session of the 16th City People's Council.
5. On the results of thematic monitoring of the implementation of regulations, mechanisms and policies in industrial management and development in Hai Phong city.
6. Regulations on tuition fees for public preschool and general education institutions in Hai Phong city from the 2024-2025 school year.
7. Regulations on policies to support training in some occupations in Hai Phong city for the period 2024 - 2030.
8. Regulations on a number of support policies for drug addiction treatment at public drug addiction treatment facilities in Hai Phong city.
9. On amending and supplementing a number of articles of Resolution No. 11/2022/NQ-HDND dated December 9, 2022 of the City People's Council regulating the policy of supporting health insurance payments for social groups in Hai Phong city.
10. Regulations on collection rates, collection, payment, management and use of fees for visiting scenic spots in Hai Phong city.
11. Decision on investment policy for the Infrastructure Construction Investment Project to serve the renovation investment projects of old apartment buildings in Van My ward, Ngo Quyen district, Hai Phong city.
12. Decision on investment policy for the project to expand Ly Thai To street and urban embellishment of Do Son Zone I.
13. Regarding the policy to support subjects of staff streamlining and subjects who voluntarily retire early from work at agencies, organizations and units in Hai Phong city.
14. Regulations on the content and level of expenditure for the implementation of legal dissemination and education, legal access standards and mediation at the grassroots level in Hai Phong city.
15. Amending and supplementing a number of Articles of Resolution No. 15/2023/NQ-HDND dated December 8, 2023 of the City People's Council stipulating the titles and allowances for part-time workers at the commune, village and residential group levels; monthly support levels for people directly participating in activities in villages and residential groups and operating expenses of socio-political organizations at the commune level in Hai Phong city.
16. Decision to assign additional employees receiving state budget salaries to restructure public service units in 2024.
17. Regulations on criteria for establishing a Security and Order Protection Team; criteria on the number of members of the Security and Order Protection Team; support levels for forces participating in security and order protection at the grassroots level in Hai Phong city.
18. Regarding exemption of some types of fees and charges under the authority of the City People's Council in Hai Phong city related to the conversion of documents of individuals, organizations and enterprises due to changes in boundaries and names of administrative units at district and commune levels.
19. Decision on investment policy for the project to invest in the construction of an interdisciplinary medical examination area at Tien Lang District Medical Center.
20. Adjustment and supplementation (2nd time) of the City's public investment plan for 2024.
21. Expected City Public Investment Plan 2025.
22. Adjust and supplement investment projects requiring land acquisition and the expected state budget capital level allocated for compensation and site clearance in the city.
23. Adjust and supplement projects and works to change the purpose of using rice-growing land in the city.
24. Regarding the conversion of land use purposes for rice cultivation from 02 crops or more with a scale from 10ha to less than 500ha to implement Projects in the districts: Hai An, Duong Kinh, Kien An, Tien Lang.
25. Give opinions on the number of pickup trucks and 12-16 seat cars serving general work to perform specific tasks of agencies and units under the city's management.
26. Regarding funding support for the Project to renovate and expand the headquarters of Hai Phong City People's Court.
27. Regarding the adjustment of the investment policy of the Program for building flower and green parks in districts in the period 2021 - 2025.
28. Regarding the adjustment of the investment policy of the project to invest in the construction of the City's Political - Administrative Center, traffic system and synchronous technical infrastructure system in the North Cam River Urban Area.
29. Regarding the adjustment of the investment policy of the Investment Project for the construction of the City Conference - Performance Center and the synchronous technical infrastructure system in the North Cam River Urban Area.
30. Regarding the adjustment of the investment policy for the project to build a traffic axis connecting Dinh Vu Industrial Park with Nam Dinh Vu Industrial Park (phase II) in Dinh Vu - Cat Hai Economic Zone.
31. On stopping the implementation of the investment policy of the project to invest in the construction of the left dike of Cam River from Km25+000 to Km31+741 in Thuy Nguyen district.
32. Decision on investment policy for the project to invest in the construction of the Emergency, Intensive Care - Anti-Poison - Surgery Department of Vinh Bao District General Hospital.
33. Decision on investment policy for the project to invest in expanding Thuy Nguyen District General Hospital.
34. Decision on investment policy for the project to invest in the construction of a 2-storey public house, canteen, and infection control house at Bach Long Vi Military-Civilian Medical Center.
In his closing speech, Chairman of the City People's Council Pham Van Lap requested that, immediately after the meeting, the City People's Committee urgently implement and concretize the resolutions of the City People's Council, the directions of the National Assembly Chairman and the City Party Secretary at the meeting. Continue to review, research, and propose breakthrough solutions to create momentum for the city's socio-economic development. Strive to exceed the targets and plans for 2024 and the entire term, especially targets and tasks that are difficult to complete such as: state budget revenue; total social investment capital; cargo output through the port; number of tourists; disbursement of public investment capital; traffic accidents; fires and explosions.
At the same time, urgently implement the City Planning for the period 2021-2030, with a vision to 2050; the Project to Adjust the General Planning of Hai Phong City to 2040, with a vision to 2050 of approved national sectoral plans; Laws related to the revised Land Law to unlock the city's resources. Speed up the implementation of the Social Housing Development Project combined with solving housing for households living in old apartment buildings. Speed up the implementation of key projects on transportation, urban areas, health, education, etc., to soon complete and put into use. Well implement the program of building model new rural areas and advanced new rural areas. Promote administrative reform, strongly improve the investment and business environment. Speed up attracting foreign investment capital. Focus on removing difficulties for businesses. Continue to synchronously and effectively implement tasks and solutions to collect state budget, strengthen revenue management, and prevent budget losses.
The Chairman of the City People's Council suggested that it is necessary to continue to perform well the tasks of developing culture, health, education, improving the material and spiritual life of the people. Carry out well the work of vocational training, job creation; ensure the conditions of facilities, schools, and teaching staff to implement the tasks of the new school year. Promote the implementation of solutions to improve the quality of medical examination, treatment and health care for the people. Strengthen the work of preventing and fighting epidemics and ensuring food hygiene and safety. Carry out well the work of social security, especially the gratitude activities on the occasion of the War Invalids and Martyrs Day, July 27. Focus resources on the task of digital transformation. Maintain security, order, and social order and safety of the city.
The Chairman of the City People's Council requested the Standing Committee, Committees, delegates of the City People's Council and the Vietnam Fatherland Front Committee of the city to continue to accompany and closely coordinate with the City People's Committee, and strengthen supervision of the implementation of the Resolutions of the City People's Council that have been passed.
There is not much time left to carry out the city's socio-economic development tasks for the 2020-2025 period. Therefore, immediately after the session, the Chairman of the City People's Council requested the Standing Committee of the City People's Council and its Committees, the City People's Committee, the Chairman of the City People's Committee and agencies and localities to focus highly and urgently organize implementation, so that the resolutions of the session will soon come into life, creating strong changes and positive impacts on the implementation of tasks of each agency, unit and locality in the whole city in accordance with the direction of the City Party Secretary.
On the occasion of the 77th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2024), the Chairman of the City People's Council sent his deep gratitude and warm regards to the Vietnamese Heroic Mothers, families of martyrs, comrades of war invalids, sick soldiers, and people with meritorious services to the revolution in the city who have made great sacrifices and contributions to the cause of building and defending the country and the city.
