Through 26 resolutions

In his closing remarks at the session, Chairman of the Provincial People's Council Nguyen Duc Dung stated that of the 26 resolutions passed by the Provincial People's Council, 24 were on socio -economic issues. These are very important resolutions, directly related to people's lives and the development of the province.

During the session, the Provincial People's Council also devoted sufficient time to questioning the leaders of the Provincial People's Committee and the heads of the Departments of Natural Resources and Environment, Finance, Construction, and Planning and Investment.

"The question-and-answer session took place in a democratic and constructive atmosphere, clearly demonstrating the sense of responsibility of the provincial People's Council representatives and the leaders of the departments and agencies being questioned."

"The responses were frank, focused on the core issues, and offered fundamental and practical solutions to overcome limitations and shortcomings in leadership and management, and to improve the efficiency and effectiveness of management in the areas under their responsibility. The Provincial People's Council requests the Provincial People's Committee to actively direct the resolution of these issues to ensure the rights of voters and people in the province," said Comrade Nguyen Duc Dung.

According to Comrade Nguyen Duc Dung, 2025 is a very important year, a year of acceleration and breakthrough to achieve the goals and plans set forth in the Resolution of the 22nd Provincial Party Congress and the 5-year socio-economic development plan (2021-2026).

The Provincial People's Council requests the Provincial People's Committee, local authorities at all levels, and heads of agencies and units, based on their functions and duties, to focus on overcoming difficulties, continue to effectively implement measures to restore and promote the economy, and strive to achieve the highest possible levels for the targets of the 2025 socio-economic development plan and the 2021-2026 socio-economic development plan.

There is a need for even more decisive focus on the allocation and disbursement of investment capital, especially capital from the three national target programs and the socio-economic recovery and development program for the projects of 76 health stations and 5 health centers. Although the recent National Assembly session approved extending the disbursement of state budget capital into 2025, all levels and sectors must absolutely not be complacent or negligent, but must focus even more on disbursing all of this capital within 2025.

“2025 is also the year for holding Party congresses at all levels leading up to the 23rd Provincial Party Congress, the 14th National Party Congress, and focusing on streamlining and reorganizing the political system. At the same time, it is crucial to effectively carry out ideological work and ensure stability in the operation of Party committees and government agencies in the newly merged administrative units.”

"These are extremely important tasks that will determine the province's development in the coming years, therefore requiring the efforts of the entire political system in general and the People's Councils at all levels in particular. As the local state power body, the People's Council needs to make sound decisions that are in line with the Party's will and the people's aspirations, aiming for the rapid and sustainable development of the province," emphasized Chairman of the Provincial People's Council Nguyen Duc Dung.

24 resolutions on socio-economic issues were issued by the Provincial People's Council at its 28th session:

- Approving the final accounts of state budget revenue and expenditure of Quang Nam province for the year 2023.

- Estimated revenue, expenditure, and allocation plan for the local budget in 2025.

- Public investment plan for 2025.

- List of projects for changing the land use purpose of rice fields, protective forests, and production forests in 2025.

- Regulations specifying the authority to approve tasks and budget estimates for the procurement of assets and equipment; decentralizing the authority to approve tasks and budget estimates for the implementation of renovation, upgrading, expansion, and new construction of project components within investment projects of agencies and units under the provincial management.

- Regulations governing the authority to decide on investment and procurement of information technology applications and the leasing of information technology services using recurrent expenditure from the state budget within the province's management scope.

- Regulations on preferential treatment and exemption from land rent for projects using land for production and business purposes in Quang Nam province that fall under investment incentive sectors or in investment incentive areas.

- Regulations on expenditure for receiving, visiting, and congratulating certain individuals by the Vietnam Fatherland Front Committees at all levels in Quang Nam province.

- Regulations on the level of financial support for industrial promotion activities in the province.

- Regulations on the support mechanism for implementing social housing construction investment projects in the province.

- Assigning the number of officials, civil servants, and non-professional personnel at the commune level for the 17 districts, towns, and cities in Quang Nam province in 2025.

- Allocation of civil servant positions; number of employees receiving salaries from the state budget in Quang Nam province in 2025.

- Regulations on the pricing of medical examination and treatment services at state-owned medical facilities in Quang Nam province.

- Amending and supplementing certain articles of Resolution No. 22/2023/NQ-HĐND dated September 22, 2023, of the Quang Nam Provincial People's Council, stipulating the content and level of support for the management and protection of natural forests outside the hydropower catchment area in Quang Nam province for the period 2023 - 2025.

- Decision on the policy of changing the land use of forests to other purposes.

- List of land acquisition projects for 2025.

- Approves the plan to establish Tak Pỏ town in Nam Trà My district; establish Atiêng town in Tây Giang district; and expand the administrative boundaries of Hương An town in Quế Sơn district, Quảng Nam province.

- Rename the blocks of houses in Phuoc Hoa ward, Tam Ky city.

- Several tasks and solutions to improve the quality and effectiveness of handling administrative violations in the province.

- Plan for socio-economic development and ensuring national defense and security in 2025.

- Establish a specialized monitoring team of the Provincial People's Council to oversee the situation and results of the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas in the province for the period 2021-2025.

- Plan for organizing the 2025 sessions of the 10th Provincial People's Council (term 2021 - 2026).
