On the morning of October 23, in Hanoi, the Central Appraisal Council held a conference to consider recognizing Yen Dinh district, Thanh Hoa province, as meeting advanced new rural standards in 2024.

Deputy Minister of Agriculture and Rural Development Tran Thanh Nam, Chairman of the Central Appraisal Council chaired the conference. Attending the conference were comrade Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Thanh Hoa Provincial People's Committee and leaders of relevant departments, branches and units.
Yen Dinh district was recognized by the Prime Minister as meeting the new rural standards in 2015. Determining that building new rural areas is a key, consistent, regular and continuous task, the district has directed synchronous solutions to improve the quality of new rural criteria, while organizing the implementation of meeting the standards of advanced new rural districts according to regulations.
Up to now, Yen Dinh district has 22/22 communes meeting the new rural standards (100%); 11/22 communes meeting the advanced new rural standards (50%); 3/22 communes meeting the model new rural standards (13.6%); the district maintains the standards of 9/9 new rural district criteria, and meets the standards of 9/9 advanced new rural district criteria.
The rate of people's satisfaction with the construction of advanced new rural areas in the district reached 99.93%. The total mobilized resources for the construction of new rural areas in Yen Dinh district in the period of 2011-2024 is 17,928 billion VND, of which the budget at all levels accounts for 26.78%; mobilization from the people accounts for 61.03%; other capital sources account for 12.19%.
Representative of the Office of Coordination of the New Rural Construction Program of Thanh Hoa province reported on the results of building advanced new rural areas in Yen Dinh district.
Yen Dinh district has developed comprehensively and sustainably, with a synchronous and modern socio-economic infrastructure. The construction planning of Yen Dinh district until 2045 has been approved; the district has 16 communes with approved general planning projects for commune construction in the period 2021-2030; 4 towns and 6 communes with approved general urban planning projects by the Provincial People's Committee.
The district has always maintained a high economic growth rate, being in the top of the province for many consecutive years. The average annual growth rate of production value in the period of 2016-2023 reached 9.96%. The scale of production value in the period of 2021-2023 reached 58,530 billion VND (ranked 5th in the province). The economic structure has shifted positively. The average income per capita in 2024 reached 73.20 million VND (2.66 times higher than in 2015).
The business investment environment has improved. In 2023, the district administrative reform index ranked 4th in the province and the district competitiveness index ranked 10th in the province.

Members of the Central Appraisal Council review and comment on the contents of the criteria set.
Based on the report and comments at the conference, the members of the Appraisal Council contributed some ideas on solutions for economic development associated with environmental and cultural protection; developing 4-star and 5-star OCOP products; improving the quality of human resources; promoting vocational training associated with job creation for rural workers... so that Yen Dinh district can continue to build sustainable new rural areas and improve the quality of advanced new rural criteria.
At the same time, 100% of the members of the Central Appraisal Council agreed to propose the Prime Minister to recognize Yen Dinh district as meeting the standards of an advanced NTM district in 2024.

On behalf of the Steering Committee of the National Target Program on New Rural Construction in Thanh Hoa province, Vice Chairman of the Provincial People's Committee Le Duc Giang thanked and accepted the opinions of the members of the Central Appraisal Council.
He also informed the conference about the outstanding features of Yen Dinh district in the fields of economy, culture, and tourism; discussed and clarified the issues raised by the Appraisal Council. At the same time, he directed Yen Dinh district to complete the dossier to submit to the Prime Minister for recognition of the district as meeting the advanced NTM standards in 2024.

Concluding the conference, Deputy Minister of Agriculture and Rural Development Tran Thanh Nam agreed to propose the Prime Minister to recognize Yen Dinh district as an advanced NTM district in 2024.
He also requested the government and people of Yen Dinh district to continue to unite, join hands and be unanimous to improve and enhance the quality of advanced NTM criteria in the coming time.
