The report of the National Assembly's Supervisory Delegation shows that, in addition to the basic positive results, the promulgation and implementation of Resolution No. 43/2022/QH15 still has some shortcomings and limitations. For example, the policy of supporting interest rates of 2%/year through the system of commercial banks has a low disbursement rate (only reaching about 3.05% of the plan).
Questioning this issue, delegate Vu Tuan Anh (Phu Tho) emphasized that the low disbursement rate shows that this policy has hardly been put into practice, affecting the implementation of the goals of the proposed Socio-Economic Recovery and Development Program.
Explaining to the National Assembly on this issue, Governor Nguyen Thi Hong said that when designing this program at the request of competent authorities, the State Bank determined that this was a support policy for businesses that are able to recover and repay their debts. That is, the 2% interest rate support package does not solve all businesses facing difficulties in the economy, including those that are not eligible for loans.

The loan capital of the program is capital mobilized by credit institutions from the people. Only the 2% interest rate support is sourced from the state budget. Therefore, credit institutions must make loans in accordance with current legal regulations and ensure the ability to recover debts.
"The amount of disbursement depends largely on the decisions of businesses and credit institutions. Many businesses decide to borrow not because they are supported with interest rates, but because they decide what to borrow for and whether they are able to repay the debt or not, " the Governor of the State Bank emphasized.
Regarding the assessment of the Supervisory Delegation that the reason for the slow disbursement of the 2% interest rate support package is communication work, the Governor expressed concern and asked the Supervisory Delegation and the National Assembly to consider this assessment further.
Because to implement the program, in addition to organizing conferences, the State Bank also requires State Bank branches in provinces and cities to coordinate with departments, branches and sectors in local provinces and cities to organize conferences connecting with businesses and banks, with the participation of business associations.
Along with that, press agencies have also been very active in publishing instructions from the Prime Minister, the Government, and the State Bank; credit institutions have posted information on their websites for customers to understand.
