Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation have successfully completed their working trip to attend the BRICS Leaders' Meeting in Kazan, Russian Federation. Could you please share with us the results of your participation in this meeting?
Prime Minister Pham Minh Chinh has just successfully concluded his working trip to attend the 2024 BRICS Leaders' Meeting with the theme "BRICS and the Global South: Building a Better World Together" at the invitation of Russian President Vladimir Putin, the BRICS Chair in 2024. The meeting was attended by more than 40 leaders, representatives of BRICS member countries and guests, including representatives of developing countries in Southeast Asia, the Middle East, Africa and Latin America.
This is an important activity to effectively implement Vietnam's consistent foreign policy of independence, self-reliance, multilateralization, diversification of foreign relations, being a friend, a reliable partner, a responsible member of the international community as well as the policy of promoting and elevating multilateral diplomacy. The Prime Minister's working trip achieved the following important results:
Firstly, demonstrating Vietnam's responsibility towards global common efforts. Along with proactive participation and active contributions to ASEAN, the United Nations, APEC, G7, G20 mechanisms, etc. and other multilateral mechanisms, through the Conference, Vietnam has clearly demonstrated its positive, proactive and responsible spirit towards the international community. At the Conference, the Prime Minister emphasized the approach of the whole people, the world, the comprehensiveness, the fundamental principles in international relations, promoting multilateralism and international solidarity to promote peace, stability, resolve challenges, and turn opportunities and potentials into new driving forces for development.
Second, promoting the spirit of cooperation . With a profound understanding of the new era - the era of deep connection and integration, the era of smart technology and innovation, as well as the unprecedented challenges facing humanity, the Prime Minister called on BRICS to promote the "year of strategic connectivity" in terms of resources, strategic infrastructure, both hard and soft infrastructure, global supply chains, people-to-people and connectivity in reforming global governance mechanisms. Vietnam is ready to cooperate with BRICS and the international community to realize the noble goal of building a better world.
Third, affirming Vietnam's position in the international arena. The Prime Minister's speech at the Conference conveyed strong messages about a brave, self-reliant, confident, self-reliant, and proud Vietnam, on the path to dynamic socio-economic development; affirming its position and strategic thinking in solving global issues.
The Prime Minister's comments, approaches and proposals were welcomed and highly appreciated by leaders and delegates of the countries, making practical contributions to the overall results of the Conference.
The Prime Minister had meetings with Russian leaders and many meetings and exchanges with leaders of countries attending the Conference. Could the Deputy Prime Minister and Minister please tell us about the important results of these activities?
During his time attending the Conference, Prime Minister Pham Minh Chinh had nearly 30 bilateral meetings with Russia and met with many leaders of BRICS member countries and guests attending the Conference to continue promoting all-round relations with countries and international organizations in depth, substance and effectiveness.
With Russia, Prime Minister Pham Minh Chinh held talks with Russian President Vladimir Putin, received Deputy Prime Minister Alexander Novak and many Russian ministers and major corporations. The leaders of the two sides discussed many contents of extensive and substantive cooperation to further deepen the Vietnam-Russia Comprehensive Strategic Partnership, towards the 75th anniversary of the establishment of diplomatic relations in 2025.
Firstly, the two countries' senior leaders reaffirmed the long-standing, traditional, and steadfast friendship that has been nurtured by generations of leaders and people of the two countries, which is an important foundation for the Vietnam-Russia Comprehensive Strategic Partnership to continue to develop strongly, increasingly deepen, and sustainably for the benefit of the two peoples and contribute to peace, cooperation, and development in the region and the world.
Second, the two sides had in-depth discussions on the development orientation of bilateral relations in various fields. In terms of politics and diplomacy, they continued to promote political trust through increasing contacts and exchanges of delegations at all levels, especially at high levels. In terms of economics and trade, the two sides approved the Vietnam-Russia Cooperation Plan until 2030, agreed to improve the effectiveness of bilateral cooperation mechanisms, jointly exploit the Vietnam-Eurasian Economic Union Free Trade Agreement to facilitate bilateral trade, continue to effectively implement important projects, promote investment cooperation, especially infrastructure and energy. In addition to traditional cooperation areas, the two sides agreed to strengthen cooperation in the fields of science - technology and innovation, green transformation, digital transformation, education - training, culture and tourism, etc.
Third , the two sides affirmed to continue to closely coordinate and support each other at international and regional forums; support a fair international relations system based on international law and the United Nations Charter, peacefully resolve disputes, and not interfere in each other's internal affairs.
At meetings and contacts with countries and international organizations, leaders of these countries highly appreciated Vietnam's development achievements and increasing position in the international arena; affirmed their respect for and desire to further strengthen all-round relations with Vietnam.
The Prime Minister and leaders of the countries agreed to prioritize increasing delegation exchanges at all levels, enhancing economic, trade and investment cooperation; affirming their determination to jointly expand cooperation in the fields of defense - security, education - training, labor, science - technology, culture, people-to-people exchange and new areas of cooperation, such as digital transformation, green transformation, circular economy, knowledge economy, etc.
In the coming time, Vietnam's ministries, branches and localities will actively coordinate with international partners to review and urge the implementation of agreements and commitments; deploy measures to remove bottlenecks and bottlenecks in cooperation; research and propose new areas and measures of cooperation suitable to the needs and interests of the parties and make practical contributions to the implementation of the country's development goals in the new period.
It can be said that in just 30 hours with more than 25 continuous activities, the Prime Minister's working trip to attend the Expanded BRICS Leaders' Meeting and work in Russia was a great success both multilaterally and bilaterally. The results of attending the Conference, holding talks with Russian President Putin and the Prime Minister's bilateral activities with other countries on this occasion once again affirmed the correctness of the foreign policy of the 13th National Party Congress; contributing to further consolidating the favorable foreign situation, enhancing the country's position, and maximizing international resources to serve development.
