On the morning of October 19, in Vientiane (Laos), the 45th AIPA General Assembly with the theme "The role of Parliament in enhancing ASEAN's connectivity and comprehensive growth" officially opened with the participation of delegations of member Parliaments/Assemblies, Observers and Development Partners of AIPA.
On behalf of the Party, State and people of Vietnam, General Secretary and President To Lam sent a message to the 45th AIPA General Assembly.

"Dear Mr. Saysomphone Phomvihane,
Chairman of the National Assembly of the Lao People's Democratic Republic,
President of the 45th ASEAN Inter-Parliamentary Assembly (AIPA-45).
On behalf of the Party, State and people of Vietnam, I would like to send my warmest greetings to the President, heads of delegations of member countries, and distinguished delegates attending the 45th General Assembly of the Association of Southeast Asian Nations (AIPA-45) held in the beautiful and peaceful land of Champa.
Over the past 50 years, AIPA, as a legislative and supervisory body, has made many contributions to the process of building a united and united ASEAN Community for peace, cooperation and prosperous development, bringing benefits to all people.
A progressive community will contribute to ensuring a favorable environment for the development of each member country, enhancing ASEAN's international position, affirming ASEAN's central role in regional connectivity, especially in the context of the rapidly changing and complex regional and world situation as it is today.
ASEAN is now entering a crucial juncture in its Community-building process, with the basic completion of the ASEAN Community Vision 2025 to transition to the ASEAN Community Vision 2045.
This is the time for us to make strong changes for a dynamic, self-reliant, creative, people-centered ASEAN.
In that process, AIPA plays a very important role as a bridge between the people and the Government; promoting legal harmonization; removing institutional barriers, creating favorable conditions for the investment and business environment; building a regional order based on rules; promoting the internal strength of each member, together maintaining solidarity and unity; increasing intra-bloc economic connectivity and exchange, mobilizing external resources and taking advantage of the benefits of the 4.0 industrial revolution for development; increasing competitiveness, effectively responding to non-traditional security challenges for the goal of sustainable and comprehensive development in the Southeast Asian region.
Accordingly, I highly appreciate the theme of this General Assembly to promote "The role of Parliaments in enhancing ASEAN connectivity and inclusive growth".
I believe that it is necessary to continue to strengthen the connection and mutual support between AIPA and ASEAN, in which ASEAN cooperation is an important foundation to promote inter-parliamentary cooperation, and AIPA cooperation is the driving force and creates a favorable framework, effectively supporting state/government diplomacy between ASEAN member states as well as with ASEAN's partners.
The Vietnamese National Assembly has been and will participate proactively, positively and responsibly in AIPA activities, contributing to building a united, strong and prosperous ASEAN Community.
I believe that under the chairmanship of the AIPA-45 President, the close cooperation of all delegates and the careful preparation of the host country's National Assembly, AIPA-45 will certainly be a great success.
