Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Social Affairs Committee Nguyen Thuy Anh present a report explaining, accepting and revising the draft Law on Social Insurance (amended); after that, the National Assembly spent the whole working day discussing a number of contents with different opinions of the draft Law on Social Insurance (amended).
At the discussion session, there were 55 opinions expressed by delegates and 2 opinions debated by delegates. The delegates' opinions basically agreed with the content of the draft Law on Social Insurance (amended) and the Report on explanation, acceptance and revision of the National Assembly Standing Committee.
In addition, delegates focused on discussing the following contents: subjects participating in compulsory social insurance and voluntary social insurance; State policies on social insurance; prohibited acts; responsibilities of participants and beneficiaries of social insurance; rights and responsibilities of employers; powers and responsibilities of social insurance agencies; electronic transactions in the field of social insurance; late payment of compulsory social insurance, evasion of compulsory social insurance payment and handling measures; specific mechanisms to protect employees in cases where employers are no longer able to pay social insurance for employees; sickness regime; maternity regime; social pension benefits; supplementary pension insurance; conditions for receiving one-time social insurance; average salary as the basis for social insurance payment to calculate pension, one-time allowance and salary adjustment as the basis for compulsory social insurance payment; Regulations on “reference level” instead of “base salary”; complaints and settlement of complaints, lawsuits against decisions and actions on social insurance of social insurance agencies; denunciations and settlement of denunciations on social insurance; impact of salary reform on social insurance policy; time of passing the draft Law on Social Insurance (amended)…
At the end of the discussion, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung explained and clarified a number of issues raised by National Assembly deputies.
