On Friday, November 10, 2023, the National Assembly continued its 15th working day, which is also the last working day of Phase 1, the 6th Session, the 15th National Assembly at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue and the direction of National Assembly Vice Chairman Nguyen Duc Hai.

Morning
1. The National Assembly listened to the Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a report explaining, accepting and revising the draft Resolution on the state budget estimate for 2024.
The National Assembly then voted to pass the Resolution on the 2024 state budget estimate by electronic voting. The results were as follows: 470 delegates participated in the vote (equal to 95.14% of the total number of National Assembly delegates), of which 466 delegates approved (equal to 94.33% of the total number of National Assembly delegates); 3 delegates did not approve (equal to 0.61% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.20% of the total number of National Assembly delegates).
2. The National Assembly listened to: (1) Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Report on the examination of the draft Resolution on the application of additional corporate income tax according to regulations on preventing erosion of the global tax base.
(2) Minister of Transport Nguyen Van Thang, authorized by the Prime Minister, presented the Report and Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Report on the review of the Road Law project.
(3) Minister of Public Security To Lam, authorized by the Prime Minister, presented the Report and Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Report on the review of the draft Law on Road Traffic Order and Safety.
3. The National Assembly discussed in groups: the Draft Law on Roads; the Draft Law on Road Traffic Order and Safety; the draft Resolution on the application of additional corporate income tax according to regulations against erosion of the global tax base.
Afternoon
1. The National Assembly listened to the Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a report explaining, accepting and revising the draft Resolution on the central budget allocation plan for 2024.
The National Assembly then voted to pass the Resolution on the central budget allocation plan for 2024 by electronic voting. The results were as follows: 449 delegates participated in the vote (equal to 90.89% of the total number of National Assembly delegates), of which 444 delegates approved (equal to 89.88% of the total number of National Assembly delegates); 4 delegates did not approve (equal to 0.81% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.20% of the total number of National Assembly delegates).
2. The National Assembly listened to: (1) Minister of Justice Le Thanh Long, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Verification Report on the draft Law on the Capital (amended).
(2) Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Law Committee Hoang Thanh Tung presented the Report on the examination of the draft Law on Archives (amended).
3. The National Assembly discussed in groups: Draft Law on Archives (amended); Draft Law on Capital City (amended); Government reports on: Preliminary summary of the pilot organization of urban government model in Hanoi city, Da Nang city and results of 3 years of implementing urban government organization in Ho Chi Minh City.
From November 11, 2023 to November 19, 2023, the National Assembly will be on recess to give the National Assembly, Government and relevant agencies time to absorb, revise and complete draft laws and draft resolutions.
