In the morning, at 7:15 a.m., National Assembly delegates laid wreaths and visited President Ho Chi Minh's Mausoleum.

8:00 a.m., the National Assembly held a preparatory session. The National Assembly listened to the speech of the Standing Vice Chairman of the National Assembly, the Standing Committee of the National Assembly Tran Thanh Man; listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly - Head of the Office of the National Assembly Bui Van Cuong on the reception, explanation and revision of the proposed Program of the 7th Session of the 15th National Assembly; discussed and voted to pass the Program of the 7th Session of the 15th National Assembly with a very high approval rate; listened to the Standing Committee of the National Assembly, Head of the Delegation Affairs Committee of the Standing Committee of the National Assembly Nguyen Thi Thanh present the Report of the Standing Committee of the National Assembly on the dismissal of Ms. Truong Thi Mai from the National Assembly Delegation of Hoa Binh province from her duties as a delegate of the 15th National Assembly.

At 9:00 a.m., the National Assembly held its opening session. The National Assembly held a flag-raising ceremony. The National Assembly listened to Secretary General of the National Assembly Bui Van Cuong announce the reason and introduce the delegates attending the 7th Session of the 15th National Assembly. The session was attended by leaders and former leaders of the Party, State, and Vietnam Fatherland Front; representatives of the Central Committees, Ministries, and branches; and heads of foreign diplomatic missions and international organizations in Hanoi.

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to: Permanent Vice Chairman of the National Assembly directing the activities of the National Assembly, the Standing Committee of the National Assembly Tran Thanh Man delivered the opening speech of the 7th Session, 15th National Assembly; Deputy Prime Minister Le Minh Khai, authorized by the Prime Minister, presented the Report on supplementary assessment of the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024; Chairman of the Economic Committee of the National Assembly Vu Hong Thanh presented the Report on verification and supplementary assessment of the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing voters' and people's opinions and recommendations sent to the 7th Session of the 15th National Assembly; Member of the National Assembly Standing Committee, Head of the People's Aspirations Committee of the National Assembly Standing Committee Duong Thanh Binh presented a report on the results of supervising the settlement of voters' recommendations sent to the 6th Session of the 15th National Assembly.

At 11:00 a.m., the National Assembly held a separate meeting on personnel matters within its jurisdiction. Under the direction of the Standing Vice Chairman of the National Assembly, Tran Thanh Man, who directs the activities of the National Assembly, the Standing Committee of the National Assembly, the National Assembly conducted the procedure to elect the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term. The National Assembly listened to Vice Chairman of the National Assembly Nguyen Khac Dinh, on behalf of the Standing Committee of the National Assembly, present the Report on the election of the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term. After that, the National Assembly discussed in Delegations the proposed personnel for the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

In the afternoon, the National Assembly held a separate meeting on personnel work under its authority.

From 2:00 p.m., under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly conducted the procedure to elect the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

The National Assembly listened to Secretary General of the National Assembly Bui Van Cuong present a report on the results of discussions at the Delegation on the election of the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

The National Assembly discussed and voted to approve the list of candidates for the National Assembly Chairman for Mr. Tran Thanh Man by electronic voting. The results were as follows: 474 delegates participated in the vote (equal to 97.33% of the total number of National Assembly delegates), of which 474 delegates approved (equal to 97.33% of the total number of National Assembly delegates, equal to 100% of the National Assembly delegates present).

The National Assembly conducted a secret ballot to elect Mr. Tran Thanh Man as Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

The National Assembly convened a plenary session in the hall. Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to: Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, present a Report on thrift practice and waste prevention in 2023; Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented a Report on the verification of thrift practice and waste prevention in 2023.

The National Assembly held a separate meeting on personnel matters under its jurisdiction. Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to the Vote Counting Committee report on the results of the vote counting for the election of Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term for Mr. Tran Thanh Man.

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Secretary General of the National Assembly Bui Van Cuong present the Draft Resolution of the National Assembly on the election of Mr. Tran Thanh Man as Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

The National Assembly voted to pass the Resolution on electing the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term by electronic voting. The results were as follows: 475 delegates participated in the vote (equal to 97.54% of the total number of National Assembly delegates), of which 475 delegates approved (equal to 97.54% of the total number of National Assembly delegates, equal to 100% of the National Assembly delegates present).

At 3:15 p.m., National Assembly Chairman Tran Thanh Man took the oath of office and delivered his inaugural speech.

Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to: Minister of Public Security To Lam, authorized by the Prime Minister, present the Report on the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended); Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present the Report on the review of the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended); Minister of Public Security To Lam, authorized by the Prime Minister, present the Report on the draft Law on amending and supplementing a number of articles of the Law on Guards; Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi present the Report on the draft Law on amending and supplementing a number of articles of the Law on Guards.
