Party Cell Secretary, Head of Lien Ket Village propagandizes people to hand over construction site for Dong Dang - Tra Linh Expressway project

Lien Ket village currently has 85 households with 352 people. When implementing the Dong Dang - Tra Linh expressway project, 78 households of the village had their houses (11 houses) and land (mainly agricultural land) affected with a total land area of ​​nearly 16 hectares recovered.

Ms. Chu Thi Thuan, Party Cell Secretary, Head of Lien Ket Village, said: Since 2023, through meetings, I have grasped the State's policy on implementing investment in the Dong Dang - Tra Linh expressway, which passes through a number of villages in the commune, including Lien Ket Village. Identifying mass mobilization work as a prerequisite to speed up the progress of site clearance, the Party Cell has proactively carried out this work with the motto "slow and steady wins the race", "easy first, difficult later", Party members must take the lead.

Accordingly, in addition to directly propagating to people through village meetings, party cell activities, and integrating propaganda into programs and activities of village mass organizations, the party cell assigns party members to be in charge of groups of households for propaganda. Specifically, each party member is in charge of 5 to 7 households whose houses and land are affected by the project, directly grasping the thoughts and answering questions of each household.

In addition to assigning tasks to party members, the Party cell also established a propaganda and mobilization team for project site clearance. Accordingly, 8 members of the propaganda team actively grasped the thoughts and aspirations of households, from there "went to every alley, knocked on every door" to directly listen to opinions and satisfactorily answer people's questions.

Mr. Doan Van Bao, Deputy Secretary of the Party Cell, Head of the Village Front Work Committee, said: Through conversations and contacts with each household, we analyzed the benefits and significance of the completion of the road; clearly informed about the mechanism and policies of compensation and support of the State when reclaiming land... From there, people understood and cooperated well in relocating houses and handing over the site.

Mr. Sam Ngoc Diep, a party member and villager, said: Through the Party cell meetings and meetings organized by the commune, I understand that the project implementation is a major policy of the State, facilitating trade and regional development. Therefore, as soon as the land acquisition notice was received, I coordinated and facilitated the professional staff in the work of measuring, counting and relocating houses, handing over the site (more than 2,000m2) first, and receiving compensation later.

Along with direct propaganda, the Party cell and the village front work committee also propagate through the village's zalo groups, through the loudspeaker system... Thanks to that, people can grasp accurate, complete and timely information.

With effectively implemented solutions, as of November 2024, 78/78 affected households have agreed to hand over the land for investors to implement the project.

Ms. Cao Thi Minh Hong, Deputy Director of the Land Fund Development Center of Van Lang district, said: Lien Ket village is one of the 7 villages of Bac Viet commune affected by the project. Although the project affects many houses and agricultural land of the people, through mobilization and propaganda work, the affected households have agreed and highly agreed in handing over the site, contributing to ensuring the progress of project implementation in the district.

In February 2025, Lien Ket village, Bac Viet commune was honored to receive a certificate of merit from the Chairman of the Provincial People's Committee for its outstanding achievements in implementing the emulation movement "Speeding up the progress of site clearance for key projects of the province in the period 2022 - 2025".
