Streamlining the apparatus is not simply a mechanical reduction of the number of agencies or personnel, but a comprehensive restructuring, clarifying functions and tasks, eliminating overlaps and inadequacies that have existed for many years, according to Mr. Son. This, Mr. Son said, will help reduce the budget burden, create smoother coordination between agencies, and at the same time improve the quality of service to people and businesses. This is a vital factor to meet the expectations of society in the context of Vietnam's deep integration and increasing competitive pressure. Delegate Pham Van Hoa (Dong Thap) said that the implementation of the downsizing will certainly be possible, but attention should be paid to the implementation of policies for redundant human resources. According to Mr. Hoa, in the near future, the positions to be downsized will not only be employees, but also positions such as deputy department heads, department heads, department heads, even deputy ministers, ministers... so the number of redundant human resources is certainly not small, possibly up to thousands of people. Mr. Hoa said that there should be appropriate, clear, and specific policies so that those who may be downsized in the near future can be satisfied and happily move on to other jobs. "The fundamental and core issue is the human issue. Solving the human issue can solve the problem of awareness and ideology," said the delegate.
