In the 2024-2025 school year, according to the standards of the entire education and training sector, Dien Bien province is lacking 2,076 teachers. Mainly in subjects such as: English, Information Technology, Fine Arts, Music. Preschool level lacks 915 teachers, primary school 522, middle school 406 and high school 233 teachers.
In the mountainous district of Tua Chua, the sector is still short of 465 teachers in the 2024-2025 school year. Meanwhile, recruitment is facing many difficulties, especially recruitment sources for English, IT and Fine Arts teacher positions.
On August 27, speaking with a reporter from Lao Dong Newspaper, Mr. Vu Duc Bieu - Head of the Department of Education and Training of Tua Chua district - said that the lack of teachers leads to many difficulties in performing tasks, greatly affecting the quality of education.
“The lack of teachers before the new school year has affected the organization and improvement of English teaching quality. Teachers have to teach many lessons and teach at many schools, some teachers have to teach at two different levels,” said Mr. Bieu.
According to Mr. Bieu, to solve this situation, in the 2024-2025 school year, the Department of Education and Training has advised the District People's Committee to recruit 99 new teachers and contract 95 professional qualifications at all levels.
In Dien Bien Dong district, compared to the current industry norm of 188 teachers, the Department of Education and Training has also advised the district People's Committee to plan to recruit about 65 new teachers this school year.
Mr. Nguyen Tien Thang - Head of the Department of Education and Training of Dien Bien Dong district - said: "Currently, there is a shortage of teachers at all levels, but paradoxically, we still have to reduce 10% of the staff, making it even more difficult to register for recruitment."
According to Mr. Thang, Dien Bien Dong is a poor district with many socio-economic difficulties, which cannot attract teachers to register for recruitment. Teachers' salaries are still low, not commensurate with the nature and level of work in a particularly difficult area, combined with great pressure from work requirements, causing many people to quit their jobs.
“At the primary level, the ratio of 28 students per class is quite high. If following the norms of Circular 20/2023/TT-BGDDT, it is forecasted that the primary school teacher shortage will be even greater because the number of classes will increase while the number of teachers cannot be increased,” Mr. Thang added.
Talking to Lao Dong Newspaper reporters about this issue, Mr. Nguyen Van Doat - Director of the Department of Education and Training of Dien Bien province said that to prepare human resources for the 2024-2025 school year, the whole sector will recruit 533 new teachers and contract 434 teachers at all levels.
According to Mr. Doat, to overcome the shortage of teachers, the Dien Bien Department of Education and Training has proactively developed a plan to mobilize and second teachers to effectively utilize the existing teaching staff. At the same time, it has implemented a plan to arrange teachers to teach inter-school and inter-level subjects such as: English, Information Technology, Fine Arts, and Music.
In addition, the Department of Education and Training has also mobilized a team of English teachers with good professional qualifications in Muong Cha, Dien Bien districts and Dien Bien Phu city to support online teaching in Nam Po, Muong Nhe and Dien Bien Dong districts to ensure that students can study the required number of periods.
"To implement this solution, the Department of Education and Training of Ho Chi Minh City will support opening training classes for teachers in Dien Bien, and at the same time support software to improve the quality of online teaching and learning when deployed" - Director of the Department of Education and Training of Dien Bien province added.
