Continuing the working program of the 6th Session, on the afternoon of October 30, the National Assembly continued to discuss in the hall about the implementation of the National Assembly's Resolutions on National Target Programs.
Participating in explaining and clarifying a number of contents raised by National Assembly deputies at the discussion session, Minister of Agriculture and Rural Development (MARD) Le Minh Hoan expressed his agreement with the approach of the Monitoring Delegation with a satisfactory assessment dose, and at the same time suggested many things for the Central Steering Committee on the 3 National Target Programs to continue to perfect mechanisms, policies and direct the implementation.

Along with that, the opinions of the National Assembly Deputies with a lot of useful information, acknowledged and evaluated the results achieved in the past time, especially the achievements after 5 years of implementing the National Target Program on New Rural Construction, contributing to changing the face of our countryside and being recognized by international friends.
Faced with some of the limitations that have been pointed out, Mr. Hoan added that the issue of the cumbersome guidance document system comes from a multi-objective approach.
Along with that, the coordination between the top and bottom, horizontally and vertically is not tight, when designing a complex program but with limited resources. Therefore, Mr. Hoan expressed that there is still much work to do to propose to the Central Steering Committee to solve the problem together.
Mr. Hoan also said that the proposal to review the authorization and decentralization mechanism, especially regarding capital sources for the district level, is a feasible solution.
At the same time, it is emphasized that in this context, in addition to the disbursement target, it is also necessary to ensure all the targets and objectives set out to have sustainable new rural development.
"Although in the new rural development program, there are also specific mechanisms for each region, this causes differences between localities. Through the opinions of delegates, it has been shown that in the same region, there are also provinces that have surpassed," said Mr. Hoan.
The Minister also said that when approaching and operating the program, the biggest problems will be in the localities below the average level. Therefore, Mr. Hoan said that he will present this issue to the Central Steering Committee in the near future to calculate this issue.
"The results achieved today may be slow and have not yet reached the target, but they are also great efforts by localities when the support resources from the Central Government have been reduced by nearly half but the target has not changed. The efforts of localities are great but at present, they have begun to "fail", Mr. Hoan acknowledged.

In addition, the Minister also pointed out that the reason is also due to management barriers between sectors, the structure of the apparatus of the 3 programs and the capacity of local officials, especially commune-level officials, which is constantly changing, which is also a limitation. "In the coming time, we will focus more on training for officials," Mr. Hoan said, adding that there are indicators that need to be reviewed in the coming time.
At the same time, sharing about the actual situation in the commune after completing the new rural criteria, the support resources are no longer available.
"This reality shows that the design of the 3 Target Programs is still loose. Here, there is also a "double pressure", partly wanting all communes to become new rural areas to fulfill the Congress's targets, but when becoming new rural areas, support resources will be limited," the Minister acknowledged.
Therefore, the Commander of the Agriculture sector believes that policy design issues in the coming time will be considered to create specific capacity for localities. Because State resources cannot support everything, it is necessary to promote the capacity of the community .
