In 2024, the socio-economic development goals of Nghi Son town are simultaneously linked to solving many "hot" and key issues. With the motto "Resolute, persistent, flexible and achieving the highest efficiency. Do not talk about difficulties, just discuss to do"; the Party Committee and the town government are making every effort to achieve the highest results for the goals.
On November 1, the People's Committee of Nghi Son town held a dialogue conference with households whose land was recovered to implement the wastewater treatment plant project of Dong Vang Industrial Park - Nghi Son Economic Zone. This is one of the key projects that Thanh Hoa province is directing to accelerate the site clearance progress to enter the implementation phase.
Dong Vang Industrial Park Project covers an area of 491.9 hectares, located in the communes of Tan Truong, Tung Lam and Phu Lam, with a total investment of VND 2,400 billion, invested by Anh Phat Investment, Construction and Trading Corporation. In particular, the wastewater treatment plant has a reclaimed land area of 3.6 hectares, affecting 8 households in Tung Lam commune. During the process of inventory and compensation for site clearance to implement the project, households received compensation and drew lots to receive land at resettlement areas in Hai Binh and Truc Lam communes; at the same time, they committed to dismantle assets and hand over the site to implement the project. However, due to problems related to the new land price list (according to the provisions of the 2024 Land Law No. 31/2024/QH15 effective from August 1, 2024) which has not been issued, the Project Compensation, Support and Resettlement Council does not have sufficient legal basis to carry out procedures for handover and issuance of land use right certificates to households.
Due to the urgency of the wastewater treatment plant construction project, ensuring the handover of the site to the investor to construct the project on schedule, through dialogue and understanding the aspirations of the people, the conference agreed on a fundamental solution to this difficulty when the households agreed to abandon the lottery results at the resettlement area in Hai Binh and Truc Lam communes to draw lots to move to the Hai Thuong resettlement area (in Truc Lam and Xuan Lam wards). The project's compensation, support and resettlement council, Tung Lam commune People's Committee is also continuing to review and resolve the opinions and recommendations of the households to have a compensation and support policy in accordance with the provisions of law; at the same time, carry out the procedural steps for households to draw lots at the new resettlement area before November 20, 2024.
It can be said that the workload related to site clearance this year for Nghi Son town must be affirmed as "huge", with 59 projects; including many public investment projects, direct investment projects classified in the list of key projects of the province. The total area requiring site clearance in the town this year is up to 386.68 hectares. In addition to issuing hundreds of documents directing implementation to the Party Committees, authorities at the commune and ward levels, relevant functional units, assigning specific tasks for each content and work to each organization and individual according to the motto "5 clear": clear people, clear work, clear progress, clear responsibility and clear results; Nghi Son town has strengthened the inspection, supervision and urging of task implementation, thereby contributing to speeding up the site clearance progress at projects in the area.
By the end of October this year, Nghi Son town had conducted an inventory of 478.3 hectares; approved a compensation plan for 350 hectares; paid compensation for 336.5 hectares, reaching a rate of 87%. There were 16 projects that completed 100% handover of the site with an area of 71.97 hectares; including a number of key projects under the direction of the province such as: Nghi Son High-Tech Mechanical Factory Project; Dai Duong High-Tech Reinforced Concrete Components Manufacturing Factory; Project to prevent flooding on Road 513 in Nghi Son Economic Zone; Quynh Luu - Thanh Hoa 500kV Power Line Project...
One of the very important and urgent political tasks for Nghi Son town is to completely handle 100% of the spontaneous aquaculture situation before December 31. With this determination, the Town People's Committee issued Plan No. 301/KH-UBND, dated August 2, 2024 on handling illegal cage and raft aquaculture in the town in 2024. The Steering Committee for Handling Spontaneous Aquaculture in the Town (SC) was also established, headed by the Standing Deputy Secretary of the Town Party Committee. The town also established 3 working groups headed by members of the Standing Committee of the Town Party Committee to directly direct the implementation in the communes and wards.
After 3 months of implementation, by the end of October, Nghi Son town had completed 60% of the work volume. Many households in the communes and wards of Hai Thanh, Hai Binh, Binh Minh, Xuan Lam, Hai Ha, Nghi Son, Hai Chau, Hai Hoa, Ninh Hai, Hai Yen, Tinh Hai... after being propagandized and mobilized, agreed to dismantle oyster rafts, returning the water surface to its original state. Along with that, Hai Thanh and Binh Minh wards mobilized forces and means to clean the environment on both banks and the waterway to be clean and clear. Nghi Son town strives to completely handle spontaneous aquaculture in the area in 2024.
The remaining tasks for the last two months of the year are very large, so the locality is making efforts to complete the task of disbursing public investment capital in a number of large "backlog" projects such as: Technical infrastructure construction project for resettlement areas serving Hai Ha commune's migrants; North-South expressway connection project, National Highway 1A to Nghi Son Port; Migration project, population arrangement, resettlement of a number of households in Lam Quang village, Tan Truong commune... The Party Committee and the town government are also consistent in their direction, removing difficulties for production and business, and accelerating the completion of socio-economic development targets this year.
