This morning, June 15, the Ministry of Education and Training held a national online conference on the organization of the 2023 high school graduation exam.
Emphasizing the high requirements and demands of the high school graduation exam, according to Minister Nguyen Kim Son, the exam takes place nationwide and is of interest to society. The exam results are used for many professional requirements and for various purposes. Especially at this time, when we are fundamentally and comprehensively reforming education and training, including general education, the interest of society is even greater.
This year's exam, although students take the exam according to the 2006 General Education Program, the spirit of innovation is implemented in all grades. Along with that, the exam regulations have some new and adjusted points. Therefore, the requirements for training and implementation must be prepared very carefully.
With just over a week left until the exam, Mr. Son requested that preparations and implementation must closely follow Prime Minister's Directive 17 dated May 29. At the same time, ensure consistency and smoothness between the activities of provincial steering committees and the national steering committee.
Sharing some notes on exam preparation, the Minister especially emphasized the technical aspects and equipment serving the exam, such as the lesson in the 10th grade entrance exam of a locality, just printing the questions faintly also caused many problems that needed to be handled. However, preparing the best equipment but not completely relying on the equipment but needing human inspection. "If we focus on people but the equipment is not good, it will be hard and stressful, if we rely on the equipment, the risk is high," said Mr. Son.
Regarding tasks such as printing, transporting, preserving, transporting, and submitting exam papers, the Minister of Education and Training requested that provinces/cities come up with many plans to prepare for unusual weather, natural disasters, especially during extreme weather; pay attention to fire prevention and fighting, especially in areas where exam papers are printed, marked, and ensured electricity for the exam.

Reporting at the conference, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said: Up to this point, localities have issued documents directing, guiding and preparing facilities to organize the exam on schedule. Candidate information data has also been completed, reported to the exam management system and sent to the Ministry of Education and Training.
Regarding some tasks that need to be noted and implemented in the coming time, Mr. Huynh Van Chuong emphasized the arrangement of areas for printing and copying exam papers, preserving and using exam papers and preserving exam papers at the exam site; printing and copying exam papers; coordination between local departments, branches and sectors and developing contingency scenarios.
Specifically, the locality needs to arrange an area for printing and copying the 3-round exam papers independently, ensuring safety and security in accordance with the regulations of the exam. The exam papers and test papers must be stored in separate cabinets, following the correct procedures. The area where the exam papers and test papers of candidates are stored has police on duty, guarding 24 hours a day.
Regarding the printing and copying of exam papers, localities should pay attention to fully preparing facilities for the printing and copying of exam papers. Machinery and equipment must absolutely not have the function of transmitting and receiving and must not be connected to the internet, and must be inspected and sealed by the police at all connection ports. All means, materials and equipment in the exam printing and copying area, whether damaged or unused, must only be taken out of this area after the last exam/subject of the exam is completed.
During the printing process, it is necessary to print copies according to the assigned quantity. Note to print copies of foreign language exams/subjects for combined examination rooms; print copies of each exam code for each exam of each multiple-choice exam/subject. There must be specific measures to distinguish the exam envelopes/bags of different exams/subjects.
Regarding coordination between local departments, agencies and branches, Mr. Huynh Van Chuong suggested that the provincial steering committees of localities assign tasks to members of the steering committee who are representatives of leaders of local departments, agencies and branches to coordinate closely, with the right people, the right jobs, and clear responsibilities in all stages (especially ensuring security, safety and convenience for candidates during exam days).
Localities need to proactively develop contingency plans and scenarios for organizing exams when there are unusual situations of natural disasters, epidemics or other problems that often arise or are forecast to arise.
