This information was provided by Mr. Nguyen Ngoc Ha, Deputy Director of the Quality Management Department, Ministry of Education and Training, at a workshop on preparing high school graduation exam questions from 2025 onwards according to the new general education program, on the afternoon of March 11th.
From the 2025 high school graduation exam onwards, new multiple-choice question formats will be added, addressing some of the shortcomings of the multiple-choice format. As a result, the probability of getting points for randomly circling an answer will decrease from 2.5 points to 1.975 points (Mathematics), and 2.35 points (Physics, Chemistry, Biology, etc.).
True/False multiple choice questions, each question has 4 answers, for each answer the candidate chooses true or false. Regarding scoring, the candidate gets 0.1 point if 1/4 of the answers are correct, 2 answers are 0.25 points, 3 answers are 0.5 points and all 4 answers are correct will get 1 point. This type of question helps to test 4 abilities at the same time in the same question. Combined with the scoring rules, it creates a very high classification.
Overview of the conference.
The short-answer format consists of multiple-choice questions. Candidates mark the boxes corresponding to their answers. For Mathematics, each correct answer is worth 0.5 points, while for other subjects, it's worth 0.25 points. "The probability of getting a random score is zero; the thinking required to answer the questions is almost the same as for an essay," Mr. Ha said.
In general, the 2025 exam structure retains 40 questions (most subjects) but will reduce the number of exam papers, reduce workload, and reduce the risk of printing and combining exam papers.
The Deputy Director also added that the question bank for the 2025 high school graduation exam will be built and randomly selected from the survey questions of the Department of Education and Training, high schools, and even the students' semester exams.
From 2025, the high school graduation exam will be held with 2 compulsory subjects (Math, Literature) and 2 elective subjects out of 9 subjects, including Foreign Languages, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, and Technology.
The sample test, following the new format structure, was piloted by the Ministry of Education and Training in the provinces and cities of Hanoi , Hai Phong, Ninh Binh, Gia Lai, and Thai Nguyen, with approximately 5,000 students participating.
The test results of the test format structure are analyzed according to classical and modern testing theories as recommended by the Educational Testing Service (ETS).
Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that the high school graduation exam from 2025 onwards will continue to determine 3 main goals: to consider high school graduation, to evaluate the quality of students through 12 years of general education and to be reliable enough for schools to consider university admission.
This is a principle that has been maintained since 2013 in the spirit of Resolution 29 and Resolution 88 to reduce pressure and costs for society, ensure reliability, honesty, and correct assessment of students' abilities, as a basis for vocational education and university education enrollment.
The Director also cited data on the number of candidates using high school graduation exam results for university admission, which still accounts for an early percentage over the years. In particular, the Health Sciences sector and many other sectors still mainly use high school graduation exam results for admission.
The Director further emphasized that the 2025 high school graduation exam will continue to implement decentralization and delegation of power between the local and central levels, in which the Ministry of Education and Training is responsible for setting questions, preparing the registration system for candidates, issuing regulations and monitoring. The remaining responsibility of the locality is to organize, print, grade and ensure exam security.
In particular, the high school graduation exam from 2025 onwards will clearly overcome the situation of rote learning, lopsided learning, and excessive exam preparation in big cities, following a roadmap that gradually approaches the competency assessment exam.
