After applying the equipment and automatic marking technology to all stages of testing from theory to practice, the quality of testing has improved significantly.
Close monitoring with technology
As someone who passed the driving test 4 times, Ms. Nguyen Thi Tinh, 27 years old, currently living and working in Hanoi, said that in early 2023, she started learning to drive to get a B2 license.
"I myself probably never imagined that taking the test to get a driver's license would be so difficult," said Ms. Tinh, who registered to learn to drive at a center in Thanh Xuan district. Before taking the test, she had to cover 810km of road, which took her about 3-4 months to complete and gradually gain a better driving experience.
After about 1-2 months of studying in the driving range, I took the driving test. The time was so short that I didn't have time to review the theory and failed the first time.
"The second time, I learned from my experience and easily passed both the theory and simulation. However, my incorrect operations caused me to lose quite a few points. Once again, I failed the exam.
The third time, a slight lack of concentration on the uphill start caused me to fail because the car drifted behind.
The previous failed exams gave me the experience to complete the driving test well on the 4th attempt. After that, I also had no difficulty completing the road test and receiving the B2 license," Ms. Tinh said and shared: Through the exams, I found that close supervision by technology and the difficulty of the exam are necessary to ensure the safety of everyone participating in traffic on the road.
Mr. Luong Duyen Thong, Head of the Department of Vehicle and Driver Transport Management, Vietnam Road Administration, said that recently, Vietnam Road Administration has focused on directing, tightening management processes, strengthening facilities, modernizing, publicizing and closely monitoring the driver testing process.
For the theoretical test, the test taker takes the test on a computer with random test questions taken from the question set. The test room is equipped with a camera that stores data and transmits it to the screen in the Test Council room, the candidate's waiting room for the test and transmits it to the Vietnam Road Administration for relevant agencies to participate in monitoring.
From 2022, traffic simulation software will be applied to the test. This software includes 120 videos of traffic safety situations that occur in reality for learners to study, recognize, judge and come up with solutions to ensure safety.
Regarding the practical driving test in the picture, Mr. Thong said that in the past, the test was to drive the car forward and backward through standard posts, and the examiner sat in the car with the candidate to score. Up to now, the test yard has been built according to standards, with enough situations similar to real traffic situations.
During the test, there is no examiner sitting in the test car, the candidate drives the car through the test in the yard, the device automatically scores, directly announces the results on the test car and the summary report is printed from the computer with the candidate's photo printed on it. The process of the candidate taking the test, the violations and the test results of the candidate in each test are made public for the candidate and the public to monitor.
Minimize negative
Mr. Luong Duyen Thong also said that currently, the monitoring data of theoretical testing rooms and driving test papers in pictures of driving test centers nationwide have been connected to the Vietnam Road Administration to share with competent authorities to monitor the testing work from January 1, 2020.
With the innovation, application of equipment and automatic technology in all stages of testing from theory to practice driving in the picture, driving on the road and organizing the supervision of the tests, the driving test is carried out publicly and transparently, limiting human intervention in the test results, so the quality of the test has been significantly improved, the negative factors have been limited to a low level, which is highly appreciated and agreed by public opinion.
Previously, the test was taken manually and the examiner sat in the car to grade the test, the rate of students passing the car driving test was 90 - 95%. However, after applying equipment and automatic grading technology for all stages of testing from theory to practice, the average passing rate for the car driving test is 50 - 65%.
The results of applying technology to car driving test scores show that the quality of the test has improved significantly. The tests are conducted openly and transparently, limiting human intervention in the results. Therefore, negative factors have been minimized and have been highly appreciated and approved by public opinion.
"The World Health Organization (WHO) and Australia's Vicroad organization assess Vietnam's licensing training and testing program as strict and modern compared to some developed countries," said Mr. Thong.
